Captain Isaac Paine Elementary School is currently accepting applications for a highly effective part-time (1-1/2 to 2-1/2 days a week), Director of Finance and Accounting to provide sound fiscal and human capital management in our high-performing district. Our elementary school includes a new library, a mix of renovated and existing classrooms, and is actively investing in the purchase of technology. In the 2016-2017 school year grades 3-5 have a 1:1 computer student ratio and grades K-2 will have a 3:1 ratio. Captain Isaac Paine Elementary is small K-5 school community that embraces creativity, collaboration, continual learning, educating the whole child, and integrating technology to enhance students’ education. Time and resources are allocated so that teachers can plan and learn together, create fun and engaging classroom environments, and students have the supplies needed for a top-notch education. We are a PBIS school with a focus on teaching students how to be contributing, positive members of our community. Parents and community members work hand-in-hand with our staff through volunteer opportunities, community service projects, after school enrichment programs, and community events held at our school. Captain Isaac Paine sits on picturesque grounds that include a living campus that supports learning in and out of school. Our high performing elementary school has strong academic, art, music, health and physical education programs. We have resourced and will continue implementing a multi-year plan to purchase mobile technology for our students and staff to cultivate a blended learning environment. Our student-focused school has a strong mix of experienced and new to the profession educators who are dedicated to the academic, personal-social development of the whole child. We are actively working to revise curricula to meet the learning needs of students. Job Requirements ANTICIPATED DUTIES FOR THE POSITION Financial Resource Management • Develop multi-year budgets based on revenue projections and estimates of expenditures for school and district-wide budgets that maximize local/state/national aid to the district and ensures the district’s long-term fiscal health; • Develop a financial model to monitor the school district’s financial health using various methods of budget analysis and management; • Recognize and forecast the major sources of revenue available to the school district from local and national governments and other sources and analyze the impact of shifts in local and national funding and the effect on local spending plans; • Apply multiple techniques for identifying expenditures across cost centers and programs and forecast anticipated expenditures by program; • Use multiple approaches to determine reliable enrollment and personnel projections; • Prepare a budget calendar to meet the time constraints of budget preparation and apply the legal requirements for budget adoption; • Apply economic and financial markets/theories to interpret relevant governmental funding model; • Prepare revenue projections and estimates of expenditures for school and district-wide budgets and analyze comparable data of other school districts; Accounting and Financial Reporting • Establish and verify compliance with finance-related legal and contractual provisions; • Prepare, analyze, and report financial statements and supporting discussion documents to the board of education throughout the fiscal year; • Adhere to the accounting standards setting governing body and prepare financial statements in accordance with the most current standards as issued by such body; • Report the financial status of the district to the appropriate state/provincial agency in the appropriate regulatory format, which may be on a generally accepted accounting basis or on a customized/regulated basis of reporting; • Prepare a corrective action plan, if needed, from the information conveyed in the annual audit report to improve financial tracking and reporting and internal controls; Human Resource Management • Administer employment agreements including interpreting contract language, considering the concepts of “past practice,” “just cause” provisions, and grievance procedures; • Coordinate the development and management of an appropriate personnel database to provide seamless integration with payroll and other school district functions; • Manage and continually evaluate the effectiveness of the school district’s payroll operations; • Assist in the development of policies and procedures for the management of school district personnel; Property Acquisition and Management • Develop and implement an integrated purchasing process that complies with all government regulations; • Adhere to a strict code of purchasing and procurement ethics and properly and effectively apply the rules, regulations, and statutes that govern school procurement; • Develop and implement a bid procurement system that complies with all government regulations; • Formulate competitive procurement solicitations that are fair and reasonable and that promote open competition; • Conduct all procurement without conflict of interest, impropriety, or any attempt to obtain personal gain; • Assist in development and implement a system to track supply inventories and distribution • Assist in development and implementation of a program for the effective current and long-range acquisition, maintenance, and repair of equipment; Organization and Administration • Identify techniques for motivating others, delegating authority, decision making, information processing, planning, and allocating resources; • Assign personnel and resources to accomplish specific goals and objectives and to utilize scheduling techniques for the coordination of tasks to maximize personnel and resource utilization; • Maintain a positive working relationship with all staff; Any other duties as may be assigned by the Superintendent and/or designee.
