DIRECTOR OF STUDENT SERVICES
DEFINITION
Under the direction of the Superintendent, the Director of Student Services plans, organizes,administers, and evaluates assigned district programs to ensure compliance with state and federal requirements and to support equitable access, student success, and student well-being. The Director provides leadership across multiple program areas including Special Education, SSTs, 504’s, Title IX investigations, State Preschool, Intervention, Home Hospital, Mental Health, Health, Homeless and Foster Youth services, Medi-Cal Administrative Activities (MAA) and LEA Medi-Cal, WorkAbility, Attendance and the School Attendance Review Board (SARB), and administration of the California Healthy Kids Survey or similar instruments and oversees the setup of summer school.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are representative and not exhaustive.
DISTRICT LEADERSHIP AND ADMINISTRATION
Serve as a member of the District administrative leadership team and advisor to the Superintendent on assigned programs.
Plan, organize, and evaluate district programs aligned with Board policy, District goals, and legal mandates.
Ensure compliance with applicable state and federal laws, regulations, court decisions, and reporting requirements, including but not limited to IDEA, Section 504, Education Code, and related regulatory guidance.
Assist in the development, revision, and implementation of Board policies and administrative regulations related to assigned programs.
Prepare and present reports and agenda items to the Board of Trustees as required.
Coordinate and complete required annual reports, audits, and compliance documents.
Develop, manage, and monitor assigned program budgets and seek cost-effective service delivery models.
Provide leadership, guidance, and technical assistance to site administrators and district staff.
SPECIAL EDUCATION
Direct, implement, and evaluate district-wide Special Education programs and services.
Oversee Special Education staffing, including collaboration with site administrators on hiring, supervision, evaluation, and, as necessary, staffing adjustments.
Ensure compliance with the Individuals with Disabilities Education Act (IDEA), Section 504 of the Rehabilitation Act, California Education Code, SELPA requirements, and all procedural safeguards and due process requirements.
Serve as the District liaison to the Special Education Local Plan Area (SELPA) and related agencies.
Support and participate in IEP meetings involving disputes, complaints, or complex cases, including matters related to compliance, placement, and service delivery.
Lead alternative dispute resolution efforts and ensure timely, accurate documentation in accordance with statutory and regulatory timelines.
Oversee Special Education fiscal reporting, pupil counts, and mandated submissions.
Coordinate state testing and alternate assessments for students with active IEPs and 504 accommodation plans.
HOMELESS AND FOSTER YOUTH
Serve as the District Homeless Youth Liaison in accordance with the McKinney-Vento Homeless Assistance Act.
Serve as the District Foster Youth Liaison.
Ensure district and site staff are knowledgeable about laws, pupil rights, enrollment protections, and procedures related to homeless and foster youth.
Resolve disputes related to enrollment, attendance, records, and services for homeless and foster youth.
Ensure accurate data collection and reporting for homeless and foster youth programs, including Consolidated Application requirements.
MEDI-CAL ADMINISTRATIVE ACTIVITIES (MAA) AND LEA MEDI-CAL
Administer the District’s Medi-Cal Administrative Activities (MAA) and LEA Medi-Cal programs.
Develop, manage, and monitor Medi-Cal and MAA budgets.
Ensure compliance with all federal, state, and local regulations related to Medi-Cal claiming, documentation, and audit requirements.
Provide training and ongoing technical assistance to staff participating in MAA and Medi-Cal programs.
Coordinate audits, documentation, and reporting requirements.
WORKABILITY
Administer the District’s WorkAbility program.Complete required applications, reports, and evaluations.
Develop and manage the WorkAbility budget.
Provide professional development and guidance to staff involved in WorkAbility services.
Collaborate with interagency partners, SELPA representatives, and community agencies to support student transition to post-secondary education, employment, and independent living.
STUDENT STUDY TEAMS (SST) AND INTERVENTION
Provide district-level oversight and guidance for Student Study Teams (SSTs) and multi-tiered systems of support.
Ensure SST processes are implemented consistently across sites in alignment with district guidelines and best practices.
Collaborate with site administrators to support early identification of academic, behavioral, and social-emotional needs.
Monitor intervention fidelity, documentation, and progress monitoring to support data-driven decision making.
Ensure alignment between general education interventions, SST processes, and Special Education referral procedures.
SECTION 504 AND TITLE IX COMPLIANCE
Oversee district compliance with Section 504 of the Rehabilitation Act, including identification, accommodation planning, and procedural safeguards.
Ensure consistent implementation of Section 504 processes, documentation, and staff training.
Serve as, or coordinate with, the District’s Title IX Coordinator to oversee investigations related to sex-based discrimination and harassment.
Ensure Title IX investigations are conducted in a timely, equitable, and legally compliant manner.
Provide training and guidance to administrators and staff regarding Title IX requirements, reporting obligations, and due process protections.
Maintain accurate records and ensure compliance with state and federal reporting and audit requirements.
STATE PRESCHOOL AND EARLY CHILDHOOD PROGRAMS
Administer and oversee the District’s State Preschool and early childhood education programs.
Partner with the County Office to ensure compliance with California Department of Education Early Education Division requirements, licensing regulations, and contractual obligations.
Coordinate enrollment, eligibility, staffing, and program monitoring.
Develop and manage State Preschool budgets and required fiscal and programmatic reporting.
Collaborate with site staff, families, and community partners to support high-quality early learning environments.
ATTENDANCE & SCHOOL ATTENDANCE REVIEW BOARD (SARB)
Serve as the District Coordinator for the School Attendance Review Board.
Plan, organize, and facilitate SARB meetings.
Coordinate SARB membership, agendas, notices, and legal summons.
Collaborate with site administrators, families, and community agencies to address chronic absenteeism and attendance concerns.
Ensure compliance with compulsory attendance laws, due process requirements, and related documentation and reporting obligations.
Provided direct oversight and supervision of the District Attendance Liaison, ensuring compliance with district attendance policies, coordination of intervention strategies, and alignment with state and federal requirements.
STUDENT WELLNESS AND SCHOOL CLIMATE
Administer the California Healthy Kids Survey or a comparable school climate and wellness assessment.
Coordinate survey administration, data analysis, and public reporting of results.
Use survey data to inform district planning, student supports, and continuous improvement efforts.
Participate in interagency and community committees related to student health, safety, and wellness.
PROFESSIONAL DEVELOPMENT AND SUPPORT
Coordinate and provide professional development related to Special Education, compliance requirements, attendance, student wellness, and assigned programs.
Support principals and site leadership in addressing student welfare, attendance, and program implementation issues.
MENTAL HEALTH AND HEALTH SERVICES
Provide leadership and coordination for district mental health and health-related services.
Collaborate with county agencies, community providers, and SELPA partners to ensure appropriate services for students.
Oversee referral processes, service delivery coordination, and documentation related to student mental health supports.
Ensure compliance with applicable confidentiality, consent, and reporting requirements.
Support site administrators in addressing student health and mental health needs that impact attendance, engagement, and learning.
HOME AND HOSPITAL INSTRUCTION
Oversee the District’s Home and Hospital Instruction program.
Ensure eligible students receive instructional services in accordance with Education Code and medical verification requirements.
Coordinate staffing, scheduling, and documentation for Home and Hospital services.
Monitor compliance with timelines, service delivery, and reporting requirements.
SUMMER SCHOOL PROGRAMS
Oversee the planning, coordination, and implementation of district summer school programs.
Ensure summer programs align with district goals, student needs, and funding requirements.
Monitor program compliance, attendance reporting, and fiscal accountability.
QUALIFICATIONS
Knowledge of:
Demonstrated knowledge of principles, practices, and trends in public education and instructional support programs.
Demonstrated knowledge of state and federal laws and regulations related to Special Education, Homeless and Foster Youth, Medi-Cal, attendance, and student wellness.
Demonstrated knowledge of budget development, fiscal management, and compliance reporting.
Demonstrated knowledge of effective leadership, communication, and conflict resolution strategies.
Ability to:
Plan, organize, and administer multiple programs simultaneously.
Interpret and apply laws, regulations, and policies.
Communicate effectively in oral and written form.
Establish and maintain effective working relationships with staff, families, agencies, and community partners.
Analyze complex issues and develop effective solutions.
EDUCATION AND EXPERIENCE
Master’s degree or higher in education or a related field.
Minimum of three years of successful administrative experience in an educational setting, preferably including responsibility for Special Education or student support programs.
CREDENTIAL AND LICENSE REQUIREMENTS
Possession of a valid California Administrative Services Credential.
Possession of a valid California Driver’s License.
