What are the responsibilities and job description for the Senior Tax Manager position at Forsyth County (NC)?
Come join the leadership team of the Forsyth County Tax Department. The Sr. Tax Manager position is essential to the Tax Administration Department, which manages and oversee operations in the listing, appraisal and collection divisions in Tax. This position may at any time be responsible to manage staff and/or oversee operations in any area of the tax office. A successful candidate should have the following knowledge, skills and abilities:
Considerable knowledge of operations and procedures in the listing, appraisal and collection functions.
Working knowledge of statutes and policies governing the listing, appraisal and collection of taxes.
Working knowledge of principles of supervision.
Ability to train, supervise and evaluate the work of others.
Ability to maintain accurate records and balance accounts.
Ability to deal courteously with the public.
Ability to maintain effective working relationships with other employees.A bachelor's degree in Business, Accounting or related field, with three years of supervisory experience. Department preference is to include three years of county tax experience (real estate, personal property tax assessment and/or collections); or
Graduation from High School or GED with seven years of supervisory experience. Department Preference is to include seven years of county tax experience (real estate, personal property tax assessment and/or collections).
An equivalent combination of education and work experience may be considered for minimum qualification requirements.
A valid drivers license is required.Essential duties and responsibilities include but are not limited to:
Participate in the recruitment and selection of employees.
Evaluates the performance of employees and addresses issues involving disciplinary action.
Set work schedules, make work assignments, and oversee the training of new employees.
Defend appeals of real estate, personal property and business personal property values and other related matters to the Board of Equalization and Review and the North Carolina Property Tax Commission.
Participate in the establishment of policies and procedures for the tax office. Publish staff work manuals and training materials.
Determine needs of the office and participate in the budget processes.
Ensure accurate and thorough record/audit trail of all collections processes is maintained.
Ensure distribution of all revenues to the appropriate jurisdictions.
Supervise the appraisals of real estate during on-going and reappraisal activities for tax purposes and ensure compliance with laws and regulations.
Supervise the listing and assessment of real estate and personal property.
Manage all deferment programs including historical, government, land use, elderly, disabled, circuit breaker and veteran's exemptions.
Should have a broad concept and understanding of all property tax functionality including; listing, appraisal and collections.
Be knowledgeable of property tax laws and be able to explain them ot the citizens of Forsyth County.
