The purpose of this classification is to perform technical work involving, analysis of data and business processes, and administration and analysis of assigned computer systems and applications. This is the mid-level description in the Applications classification series and is distinguished from the lower level by the complexity of work assignments.
This position is for Software Application Administration, not network, desktop or server administration. A candidate
with experience administering, configuring, and supporting software applications related to community development,
permitting, planning and land management, business licensing, appraisal and tax is necessary. Past working
experience with products such as Tyler EPL aka EnerGov, and CAMA is highly desirable. Other applications will be
assigned on an as need basis.
This is a Hybrid position working remotely and onsite.
Essential Functions

Management of assigned software applications; creates policies, procedures, and processes to ensure accuracy and integrity of applications and data; ensures compliance with all applicable laws, regulations, standards, policies, and procedures; initiates any actions necessary to correct deviations or violation, confers with staff members, assists with complex problems.
Configures and monitors software applications, performs application and systems maintenance. Ensures applications SLAs are met. Creates and maintains system or application documentation.
Understands requirements for implementation of new systems, and/or modifications to current applications in systems; conducts systems analysis and troubleshooting of custom applications to properly assess hardware, software, and network systems; interacts with end users to determine specific program needs, and with IS&T technical staff on any hardware or network issues
Implements modifications, upgrades, patches, and program fixes in system; checks system web site for latest patches and information; coordinates testing of modifications, upgrades, and patches for system and data integrity; schedules and coordinates system updates between departments and software vendors; coordinates activities with vendors and users to minimize system downtime.
Performs application administration functions; schedules and performs installation of new software releases and system upgrades; evaluates and installs patches; resolves software-related problems, assists in scheduling and coordinating hardware maintenance and upgrades; debugs software problems as needed; downloads or uploads data as required; creates transfer files for use by outside companies.
Understands application inter-connectivity with other applications, interfaces, and can collaborate with other technical resource to ensure proper integration.
Provides technical support, training, information, and assistance to end users for system and application use; notifies end users of scheduled/non-scheduled downtime; coordinates or performs training of end users.
Provides Help Desk support to application users, to include receiving and fulfilling service requests, troubleshooting and resolving complex problems. Interacts with end users to determine system problems/errors; research documentation for resolution of problems; documents problem resolution for future reference; provides status reports of trouble calls to appropriate individuals.
Establishes processes for application monitoring, implements solutions to ensure application functionality and integrity of data and system. Monitors system resources and usage; and works with engineers to implement solutions.
Understand database elements, writes various queries and reports utilizing data to generate for delivery to appropriate personnel; generates department-specific documentation; provides status reports of upgrades, patches, and modifications to end users.
Prepares or completes various forms, reports, correspondence, logs, flow charts, training reports, department-specific documentation, diagrams, technical documents, or other documents. Maintains logs/documentation of work activities, computer operations, system modifications, maintenance activities, installations, and other activities, documents status of repairs.
Communicates with supervisor, employees, technology staff members, County departments, users, user groups, vendors, manufacturer representatives, state/federal agencies, the public, outside agencies, and other individuals as needed to perform work activities, review status of work, exchange information, or resolve problems.
Maintains current knowledge of relevant technologies and business processes of a variety of computer operating systems and software associated with work activities, which may include database, server, networking, security, internet and mobile.
Provides Tier 2 level support and on-call support

Internal Promotion Track: Existing staff, with approximately two years of experience as an Applications Specialist, will satisfy the minimum qualifications for an Application Administrator if the Director determines they have demonstrated an ability to complete the essential functions.
