Overview:

We are seeking a dedicated and highly organized Chief Clerk to join our team. This vital leadership role is responsible for overseeing daily administrative operations, maintain accurate records, coordinating office functions, and providing dependable support to county officals, employees, and the public. The ideal candidate will demonstrate strong attention to detail, excellent organizational and communication skills, sound judgement, and a proactive approach to ensuring the office operates efficently and effectively.

WORK SCHEDULE: Monday through Friday, 8:00 AM – 4:00 PM (One-hour unpaid lunch daily)

COMPENSATION & BENEFITS: Forest County offers a comprehensive benefits package, including health, dental, and vision insurance, as well as life insurance and enrollment in the County’s retirement plan. Employees receive 17 days of paid PTO/sick leave upon hire. PTO accrual increases with years of service. In addition, employees receive 13 paid holidays annually.

POSITION OVERVIEW:

The Chief Clerk position is charged with day-to-day operations management and oversight of all departments under the authority of the Board of Commissioners. The incumbent manages the Commissioner’s Office providing administrative supervision to ensure the efficient flow of operations and effective delivery of County services. Implements and updates County policies in order to provide consistency and allow offices to run more efficiently.

EDUCATION/EXPERIENCE:

Associates Degree in business administration, public administration or other beneficial course of study or equivalent combination of education and experience is required. Qualified candidate should have experience in using computers as well as Quickbooks, Microsoft Word and Excel. Minimum 3-5 years of progressively responsible experience in a senior-level administrative position, preferably in county government, public sector or areas that include budgeting, planning and human resources.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

An employee in this classification performs executive-level, complex duties to assist the Board of Commissioners in its management of the County, its programs and its expenses. Specific job duties include:

· Oversees budgetary and fiscal management of the County. Ensures timely development of annual budget for Board approval.

· Manages contracts and renewal of County’s property, casualty and liability insurance policies as well as reporting and coordination of all claims.

· Ensures that the policies, ordinances and resolutions promulgated by the Board of Commissioners are properly and promptly executed.

· Ability to operate office equipment to include: computer, copy, scanner and fax machine in order to perform the functions of the job.

· Facilitates decision-making by the Board of Commissioners by ensuring they have all necessary information.

· Oversees agendas for the public meetings of the Board of Commissioners and ensures issues receive timely consideration by the Board.

· Promptly prepares the minutes following meetings of the Board and places them on the County website and maintains them in Docket books per County Code.

· Drafts and continually reviews basic policies and procedures and recommends productive changes to the Board of Commissioners.

· Serves as liaison to Commissioners for department heads and other elected officials, communicating requests, questions and complaints, providing insight to resolve concerns.

· Reviews routine reports for accuracy, timeliness, and necessity and makes recommendations as appropriate.

· Previews and/or drafts correspondence, press releases and statements on behalf of the Board.

· Must possess thorough knowledge of principles and practices of County government and administration, programs and policies and the ability to ensure that these are carried out in accordance with the County Code and all applicable laws.

· Maintains up to date knowledge of legislations, programs and new initiatives affecting county government.

· Assists the Election Director with primary and general elections.

· Ability to work in the SURE system to assist with voter applications, absentee balloting and voter lists for candidates or the general public.

· Oversees the permissible expenditures of the Liquid Fuels Tax Fund, Act 44 and Act 89 Accounts and submits the required annual reports through DotGrants.

· Oversees the Act 13 Accounts and the required annual reports on these funds.

· Manages the Library Account, the annual meeting of the library board and the quarterly library payments in addition to the annual state certification of monies allocated to the libraries.

Pay: $17.76 - $21.00 per hour
