Duties

  • Lead the design and implementation of nationwide training initiatives for FSIS.
  • Develop policy and strategic direction for FSIS training programs.
  • Serve as a senior consultant and subject matter expert for FSIS leadership and external partners.
  • Oversee evaluation and continuous improvement of training effectiveness across regions.
  • Mentor and supervise junior training coordinators and specialists.
  • Develop and implement innovative training methodologies and technologies.
  • Lead needs assessments and workforce analysis for FSIS training programs.
  • Draft high-level reports and recommendations for agency leadership.
  • Coordinate interagency and cross-sector training collaborations.
  • Ensure compliance with federal regulations and agency policies in all training activities.
  • Manage complex projects involving multiple stakeholders and regions.
  • Provide expert advice on public health and food safety issues to FSIS and external entities.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

FOR THE GS-09 LEVEL: Applicants must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-7 grade level in the Federal service. Specialized experience includes:

  • Assisting with the development, revision, or testing of technical training materials or instructional programs;
  • Delivering training, presentations, or facilitating learning to employees or other adult learners;
  • Assessing learner progress and providing feedback or reporting results to senior staff; and
  • Using electronic communication, virtual-learning, or presentation technologies to support training delivery.

FOR THE GS-11 LEVEL: Applicants must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-9 grade level in the Federal service. Specialized experience includes:

  • Independently developing, updating, and delivering technical or regulatory training for adult learners;
  • Evaluating training effectiveness and recommending improvements based on learner performance, feedback, or other training data;
  • Conducting training-needs assessments or identifying workforce performance deficiencies; and
  • Interpreting technical policies, regulations, procedures, or scientific information and translating them into accurate instructional materials.

FOR THE GS-12 LEVEL: Applicants must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service. Specialized experience includes:

  • Leading the design, implementation, or evaluation of complex training initiatives involving multiple programs, locations, or stakeholder groups;
  • Providing authoritative technical advice to management or stakeholders regarding training strategies, public health, food safety, inspection, or regulatory programs;
  • Managing complex training projects, including coordinating stakeholders, resources, schedules, deliverables, and program improvements;
  • Developing high-level recommendations, reports, or strategic guidance based on needs assessments, workforce analyses, or training-performance data; and
  • Mentoring or providing technical directions to trainers, instructional staff, or other program personnel.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This Position Has a Minimum Education Requirement To Qualify At Either Of The Advertised Grades. All Applicants Need To Meet The Minimum Education Requirements For This Position. The Minimum Education Requirement Is:

A bachelor's or graduate/higher level degree in quality assurance or a related degree that included at least 30 semester hours of related course work (i.e. consumer laws, biological sciences, food science, chemistry, pharmacy, physical sciences, food technology, nutrition, medical science, engineering, epidemiology, veterinary medical science, legal investigations, law enforcement, or related scientific fields that provided knowledge directly related to consumer safety officer work). The 30 semester hours may include up to 8 semester hours in statistics, or course work that included the principles, theory, or practical application of computers or computer programming.

Combination of education and experience - courses consisting of at least 30 semester hours in the fields of study described in the paragraph above, plus appropriate experience (as described under the Qualifications section) or additional education.
