What are the responsibilities and job description for the ITSPEC (APPSW) - Developer position at Food Safety and Inspection Service?

This position located in the Office of the Chief Information Officer (OCIO), Business Solutions Center (BSC). OCIO provides information technology (IT) planning, design, application development, systems administration, telecommunications, information assurance/security, information management, and IT customer support services for FSIS.

The incumbent serves as an IT Specialist (Developer) within the BSC and is responsible for developing applications in support of FSIS mission requirements.

Qualifications:

Applicants must meet all qualifications and eligibility requirements (including time-in-grade restrictions, specialized experience and/or education) by the closing date of the announcement, as defined below:

Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration at the GS-12 grade level.)

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience:

GS-11
Specialized Experience:
You must have at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service that includes:

  • Developing applications in support of an organization's mission requirements;
  • Developing, configuring, deploying, and debugging application code and software for on-premises, cloud, and mobile devices for platforms, using programming languages such as Visual Basic, .NET, C , Python, Extensible Markup Language (XML), Objective C, or Structured Query Language (SQL) to ensure the software/application is in accordance with industry best practices
OR
Education: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree. Degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, or be a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
OR
A combination of education and specialized experience. In this instance, only graduate education in excess of the first 36 semester hours directly related to the work of the position is creditable towards meeting the requirements, along with specialized work experience. The combination must equal 100% of the requirement. For example, if you have 33% of the education requirement, then you will need 67% of the specialized experience requirement.

GS-12
Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service that includes:
  • Developing applications in support of an organization's mission requirements;
  • Developing, configuring, deploying, and debugging application code and software for on-premises, cloud, and mobile devices for platforms, using programming languages such as Visual Basic, .NET, C , Python, Extensible Markup Language (XML), Objective C, or Structured Query Language (SQL) to ensure the software/application is in accordance with industry best practices;
  • Conducting unit testing, creating test plans on various platforms, utilizing leading industry testing tools, conducting performance tuning, and monitoring applications as part of development efforts to ensure high quality product delivery, compliance with specified requirements, and lower maintenance cost;

GS-13:
Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service that includes:

  • Developing applications in support of an organization's mission requirements;
  • Developing, configuring, deploying, and debugging application code and software for on-premises, cloud, and mobile devices for platforms, using programming languages such as Visual Basic, .NET, C , Python, Extensible Markup Language (XML), Objective C, or Structured Query Language (SQL) to ensure the software/application is in accordance with industry best practices;
  • Conducting unit testing, creating test plans on various platforms, utilizing leading industry testing tools, conducting performance tuning, and monitoring applications as part of development efforts to ensure high quality product delivery, compliance with specified requirements, and lower maintenance cost; and
  • Meeting with customers to discuss requirements collection, performing analysis and refinement with a user community to ensure that functional requirements of systems/applications are translated into system-development plans and architectures that follow policies and best practices.

BASIC REQUIREMENT: Experience must be IT-related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Individuals must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

- Land Management Workforce Flexibility Act:
-Copies of Notification of Personnel Action(s) (SF-50s) showing the employee has served in appropriate appointment(s) for a period/periods that total more than 24 months without a break between appointments of two or more years. (Include initial hire actions, extensions, conversions and separation SF-50s for each period of work).
-Documentation of Acceptable Performance for Service Time:
1. Performance rating(s) showing an acceptable level of performance for period(s) of employment counted towards their eligibility, signed by supervisor(s); or
2. If documentation of rating does not exist for one or more periods, a statement from the employee's supervisor(s) or other individual in the chain of command indicating an acceptable level of performance for the period(s) of employment counted towards their eligibility; OR
3. Applicants who do not provide a performance appraisal or other performance documentation for any period that they are using for eligibility under the LMWFA, shall provide:
a. A stated reason as to why the appraisal/documentation is not available; AND
b. A statement that their performance for all periods was at an acceptable level, their most recent separation was for reasons other than misconduct or performance, and they were never notified that they were not eligible for rehire based on performance. This shall be in lieu of providing copies of the performance appraisals.
