Duties

  • Provides policy analysis on wide variety of programs, issues, and initiatives.
  • Provides technical advice, guidance, and support on human resource utilization to program area and other FSIS mission areas.
  • Provides subject matter expertise on guidance on program activities.
  • Researches and evaluates potential developments that may impact program operations to identify options and alternatives.
  • Works with all relevant stakeholders and impacted groups to discuss, reconcile, and coordinate findings and recommendations.
  • Communicates with high level executives regarding key decision-making matters.
  • Coordinates and directs the development and maintenance of large, complex matrices and databases of statistical support data from which reports are generated
  • Coordinates the collection, verification, analysis, and interpretation of statistical data.
  • Analyzes budgetary and human resource needs to ensure adequate resource allocation and meet program objectives.
  • Participates in strategic planning initiatives to support and advance organizational goals.
  • Provides counsel on policy related matters.
  • Participates in policy development to advance organizational objectives.
  • Serves as a team leader of special projects, responsible for the development, modification, and evaluation of program objectives and operations.
  • Develops and coordinates strategic management and operation plans, initiatives, and approaches to meet future organizational needs.
  • Directs, supervises, and oversees the work of subordinate personnel.
  • Analyzes staffing requests to assess organizational needs and ensure alignment with workforce and program priorities.
  • Oversees the work of the resource management personnel who perform budgeting, hiring, staffing, scheduling, and performance management.
  • Resolves conflicts, performance issues and other concerns within their team.
  • Creates and contributes to annual and multi-year plans that achieve strategically aligned organizational objectives.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

For the GS-14 level: Applicants must have one year of specialized experience (equivalent to the GS-13 level).

Resume must demonstrate at least five of the following areas:

  • Experience providing advice and direction to staff and organizational leadership on the development of policy guidance and procedures pertaining to formulation and execution of a large federal budget and annual staffing and utilization requirements of a large federal budget and annual staffing and utilization requirements of a large, geographically dispersed workforce.
  • Experience providing budgetary, hiring, procurement, and logistical oversight critical to program objectives.
  • Experience reviewing, analyzing, and evaluating staffing requests including submission of annual human resource allocation plan and changes to existing human resource allocation levels.
  • Experience providing customer service and facilitating the timely completion of employee requests for assistance on the full range of administrative processing areas to meet their needs.
  • Experience establishing and maintaining improvement methods and initiatives, processes and procedures that result in increased quality and cost-effectiveness.
  • Experience gathering and consolidating data from multiple sources, identifying patterns and presenting the data to justify and defend needs to management.
