This position is located within the Federal Mediation and Conciliation Service (FMCS), Headquarters, Office of Financial Resources and reports directly to the Chief Operating Officer (COO).

Qualifications:

Specialized Experience: You must have one year of specialized experience at the GS-14 grade level.

Specialized experience is experience that has equipped the applicant with the particular competencies/qualifications to successfully perform the duties of the position and is typically in or related to the work of the position to be filled.

Specialized experience equivalent to at least the GS-14 level includes:
  • Directing and overseeing the full spectrum of budget formulation, justification, travel and execution activities, and budget reconciliation based on federal budget law, appropriations law, OMB policy, and Congressional budget processes;
  • Researches, identifies, and analyzes trends in the use of funds, and recommends adjustments in program spending and workloads.
  • Developing and implementing internal controls and standard operating procedures for fund distribution, obligation tracking, and year-end close-out activities, ensuring compliance with Treasury, OMB, and agency-specific requirements.
  • Managing staff, prioritizing workload, and providing guidance on budget issues; and
  • Overseeing the management and oversight of travel requests and government credit cards
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Responsibilities:

Directs the programming cycle of the budget process, ensuring 5-year budget projections align with the organization's strategic plan and risk registry, integrating long-range resource requirements with mission priorities and performance commitments.

Directs preparation of all budget submissions for the cost to administer benefit payments and program operations, covering the complete budget cycle including Departmental, Office of Management and Budget (OMB), and Congressional submissions.

Leads the execution of budget resources for administrative expenses, including apportionment and reapportionment requests, internal controls for the distribution of funds across the enterprise, and decisions to ensure the most effective and economical use of available funds throughout the fiscal year.

Recommends reprogramming of funds as needed to best utilize available appropriations, maintain maximum efficiency and flexibility, and respond to emerging mission requirements, ensuring all actions comply with statutory thresholds and Congressional notification requirements.

Prepares and coordinates the preparation of special briefings on budget matters that are presented to the organization's COO and Agency Head for OMB, and Congress. Ensuring materials are accurate, strategically framed, and tailored to the needs of Agency's Leadership and legislative audiences.
