Site Fire Protection Emergency Managment Specialist

Administer site fire protection program to include oversight of impairments, code compliance, and budget requirements/forecasting. Provide guidance to site management with regard to fire protection requirements being maintained by the maintenance and operations departments. Interpret and ensure proper application of regulations and standards. Administer the site emergency management program to include support of the Incident Command System (ICS) and the site emergency management group, interface with local mutual aid and planning groups, compliance with DOE Orders, and ensure mission readiness of emergency equipment and staffing requirements of the Emergency Control Center. Review and provide updates to site Emergency Response Procedures and the Fire Protection Manual, providing those updates and necessary changes to New Orleans Emergency Preparedness. Serve as the focal point for the Emergency Response Team (ERT) and oversee that all training is conducted and recorded as required. Review training records of Emergency Response Organization, especially the Qualified Individual and the ERT. Under general direction performs duties of ERT member during actual emergency incidents and training sessions, to include responses to fires, hazardous materials incidents, oil spills, and medical emergencies within the levels of training provided. Conduct oversight inspections of the site Fire Protection and Emergency Management programs (this includes ERT, ICS, etc.) and document the Readiness Assurance inspections on a monthly basis with site quarterly meetings and provide quarterly self assessment and an annual roll-up of the site?s readiness to New Orleans for inclusion in the Emergency Readiness Assurance Plan. Schedule and conduct site quarterly Emergency Planning Group meetings. Participate in scheduled Organizational Assessments at sister sites. Ensure site Fire Protection/Emergency Management meets specifications of ISO 9001 and 14001. Manage the Emergency Control Center including availability of WebEOC, status boards, logs. Oversee Logistics to ensure adequate supply and inventories are maintained. Maintain all of the sites Emergency Communications Equipment. Coordinate use of county/parish officials for exercise and emergency use of emergency centers. Assess work activities of subcontractors to ensure compliance with SPR and regulatory requirements. Maintain professional credentials. Work in conjunction with Safety personnel on monthly fire extinguisher inspections and required administrative duties.

MINIMUM QUALIFICATIONS REQUIRED: Associates degree in fire protection/emergency management or related field such as fire prevention or fire inspection Plus 5 year's active experience with a fire department or industrial fire brigade OR HS Diploma and 8 year's experience with a fire department or industrial fire brigade AND Certification as a Fire Service Instructor 1 or equivalent (Fire Instructor is required within 6 months of hire). DESIRED: In addition, experience and working knowledge of emergency response teams for fire fighting and hazardous materials, emergency management program administration, confined space rescue teams, National Incident Management System practices and corresponding regulations regarding Oil Pollution Act of 1990, and experience at a DOE facility preferred. CERTIFICATIONS, LICENSES: Fire Inspector 1 desired, FEMA Planning Section Chief desired, FEMA Operations Section Chief desired, WebEOC certification desired.
