Assistant Director, Capital Planning Job Posting | Posted 03-03-2026 Start Date: ASAP| Application Deadline: 03/15/2026 JOB SUMMARY MINIMUM QUALIFICATIONS Bachelor’s degree from an accredited institution in, Architecture, Urban Planning, Public Administration or closely related field. Six years of professional experience in capital planning, facilities planning, facilities project management, or other relevant experience. Any appropriate combination of relevant education, experience, and/or certification may be considered. Management experience including planning, organizing, directing, staffing, and the development and management of large budgets. Valid Florida driver’s license. PREFERRED QUALIFICATIONS Master’s degree from an accredited institution in Architecture, Urban Planning, Public Administration or closely related field. Capital planning, facilities planning, or facilities project management in a public school or government setting. American Institute of Certified Planners (AICP) or Certified Educational Facilities Planner (CEFP). KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of and experience with industry-standard computer applications. Knowledge of project control and cost estimating techniques. Excellent interpersonal, verbal and written communication skills. Skill in continuous improvement processes such as quality, best practices, and interest-based problem solving. Ability to understand ordinances and laws in order to develop recommendations regarding District interaction with governmental agencies. Ability to recruit, select, manage, and evaluate personnel. Ability to work with diverse groups of people. Ability to effectively plan and delegate the work of others. Adopted: 05/06/2025 Responsibilities ESSENTIAL JOB FUNCTIONS Review and approve joint use and facility usage agreements. Monitor and report population growth patterns with the county. Recommend the acquisition, management, and disposal of property for the School Board. Supervise consulting surveyors, engineers, and environmental professionals in the assessment, permitting, and planning for new school sites. Handle complaints from community members, including concerns relating to site acquisition and effects on neighboring property owners. Represent the School Board on any governmental committees as directed. Coordinate the development and implementation of District growth management plans. Develop and provide regular updates for the 5-, 10-, and 20-year comprehensive plans for District school needs. Continually evaluate and manage the acquisition and leases of property for District facilities. Serve as the intradepartmental coordinator for the District to collect and continually analyze information related to school attendance boundaries, redistricting, student enrollment projections, short-term and long-term construction planning, school size selection, and student transportation to provide optimum school capacity for students. Administer, direct, and coordinate requisite Department of Education submittals and other mandatory statutory submittals pertaining to educational facilities and capital outlay planning, including Educational Plant Surveys, Florida Inventory of School Houses (FISH), and the District Five-Year Work Program. Serve as an intergovernmental liaison to share school capacity and enrollment and to review proposed growth and potential impacts of student enrollments and school capacities. Participate in the school assignment/reassignment for all students including student transfers, out-of-county students, preparation and enforcement of attendance boundaries, and preparation of required information for Board approval. Apprise management of issues which are of public concern or risk to the District. Develop innovative techniques to provide and coordinate information on school capacities, impact fees, and redistricting. Perform other job-related duties as assigned.
