Objective

JOB DESCRIPTION:

FKECs Staking Technicians design medium and low voltage overhead and underground electrical distribution systems, prepare construction documentation, and ensure conformity with FKEC standards, NESC requirements, and permitting regulations. Staking Technicians conduct detailed field inspections, data collection, review construction plans for residential, commercial, and public projects, and coordinate with public and private utilities, agencies, and property owners. The position provides support to Members and Contractors, collaborating with internal departments to deliver accurate cost estimates, detailed as-built records, and safe, efficient project execution.

Essential Duties & Responsibilities

  • Design overhead and underground distribution lines, secondaries, service drops, transformers, and associated equipment in accordance with FKEC Construction Standards, equipment sizing calculations, rules of thumb, experience factors, pole load cases, NESC requirements, and economics of service.
  • Prepare staking sheets, picklists, cost estimates, and associated documentation necessary for the construction and maintenance of FKEC electrical distribution/service facilities. Modify sketches and verify construction to produce as-built drawings. Prepare cost estimates for construction projects using spreadsheets, gathering cost data from FKEC's accounting system, and labor and equipment hours from other departments.
  • Conduct field visits for pre- and post-construction inspections of new consumer-installed electrical facilities with an emphasis on documenting the locations, routing, and proximity to foreign utilities and recording physical locations of metering equipment and compliance with FKEC construction standards and requirements. Take field measurements and prepare field sketches for use in preparing construction and maintenance drawings. Perform field staking of poles, anchors, service drops, streetlights, and related equipment.
  • Read, review, and approve construction plans as submitted by members for residential and commercial construction. Mark up plans with necessary revisions and meter locations. Review plans from other public utilities for conflicts with FKEC facilities. Review FDOT plans for conflicts with the proposed construction. Review electrical plans for compliance with FKEC construction standards, jurisdictional building authority specifications, and NESC safety requirements
  • Obtain construction permits and landowner easements facilitating the installation of FKEC-owned facilities on FDOT and privately owned properties
  • Communicate with the public to tactfully and courteously answer questions and explain procedures related to line routing, equipment placement, and obtaining easements. Attend meetings with government agencies, other utilities, and construction companies to describe FKEC policies and concerns.
  • Gather field data, work in various weather conditions and terrain, and be exposed to potential hazards.
  • Ensure designs meet National Electrical Safety Code requirements and other specifications. Maintain lines of communication with other utilities regarding the location of equipment, joint use of facilities, and coordination of work through letters or emails, to explain power availability, FKEC standards, construction requirements, and the location of FKEC's overhead and underground power lines.

Marginal Responsibilities

  • Prepare drawings and design standards for overhead and underground distribution facilities based on FKEC standards and NESC guidelines.
  • Assist in system studies.
  • Obtain Hold Harmless agreements from contractors and release of responsibility agreements when digging on private property.
  • Safety - Shall promote and provide leadership consistent with FKEC's Safety Program and Corporate Safety Goals, ensuring all personnel are trained in safety and loss control procedures.
  • Communications - Ensure that all communications associated with internal and external customer service are provided in a timely and professional manner. Must possess strong communication skills necessary to interact with all other FKEC departments effectively.
  • Professional Conduct - Shall model and encourage the pursuit of company values through examples of leadership, honesty, integrity, and respect.
  • External Contacts include: All other FKEC Departments, Manufacturers, Vendors, Contractors, Consultants, Other Utilities, and various regulatory agencies, as directed.
  • Perform other related or assigned duties as requested.

Job Qualifications

Education:

  • High school diploma or equivalent required.
  • Two (2) years of college education or equivalent desired.
  • Preferred AutoCAD experience or have the ability to become proficient in AutoCAD.

Experience

  • A basic understanding of the components of an electric utility distribution system is required.
  • Knowledge of overhead and underground distribution material, including the application of materials and voltages.
  • Ability to read, write, and understand drawings and prints. Knowledge of or ability to learn the GIS mapping software. Must be able to prepare clear, legible sketches and drawings.
  • Knowledge of or ability to learn NESC and NEC codes, right of way, and easements.
  • Ability to meet and deal tactfully and courteously with consumers and the public is required.

Additional Requirements

  • Must have a valid Florida driver's license.
  • Observe and practice all safety policies and rules.
  • Extra hours may be necessary during emergencies or when the workload demands.
  • Must use cybersecurity best practices and use responsible conduct in online environments and while using email.
  • Residency requirement: Worker for this position is required to live within the FKEC service territory.

Working Conditions

OTHER JOB INFORMATION (if applicable):

Physical requirements include lifting up to 50 pounds occasionally, climbing, balancing, stooping, kneeling, crouching, reaching, walking long distances, standing for extended periods, pushing, pulling, grasping, feeling, talking, hearing, and performing repetitive motions. An inspection-type vision is required at distances both close and far away from the eyes. Workers are subject to hazardous conditions, including walking on irregular ground conditions at construction sites, working in close proximity to moving mechanical parts and high electrical currents, working in high places, and exposure to high heat and outside environmental conditions.
