The Florida Department of Children and Families (DCF) isthe state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.

Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders .

THIS IS NOT A TELEWORK POSITION. CANDIDATE WILL BE REQUIRED TO WORK IN THE TALLAHASSEE OFFICE.

This is a highly responsible and professional position serving as the Senior Management Analyst SUPV – SES within the Research and Specialist Projects unit. The ideal candidate will be a collaborative team player who works seamlessly across all sections within the program office. This role requires the use of independent judgment, a proactive approach to responsibilities, and exceptional attention to detail. Specific Duties and Responsibilities include:

  • This is professional work supervising and directing employees. The primary duty of the incumbent in this position is to spend the majority of their time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.).
  • Oversees and supervises the research analyst staff and activities in the HQ office.
  • Oversees evaluation projects related to Florida’s substance use issues and needs.
  • Assists in developing and implementing statutorily mandated reports and plans.
  • Coordinates efforts with other analysts and epidemiologists.
  • Reviews programs, services, forms and reports and confers with management and others to identify problems and improvements.
  • Interact with a variety of professional, governmental, and regulatory contacts both as a representative of the SAMH and as a member of professional organizations.
  • Serves as resource person to other staff in headquarters and regional program offices. Perform other duties and responsibilities pertaining to the needs of the Department, including but not limited to research, assisting with grant writing, data analysis, and strategic planning.
  • Perform other related duties.

Knowledge, Skills and Abilities required for the position:

  • Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management principles and practices.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into a logical format for presentation in reports, documents and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to utilize problem-solving techniques.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to travel with or without accommodations.

Minimum Qualifications:

  • A bachelor's degree from a college or university in behavioral health or a closely related field is preferred and 4 years of professional experience in behavioral health or a related field.
  • Two years’ experience supervising or serving in a leadership role.
  • Two years’ experience in implementing and managing complex projects.
  • Three years of experience with academic, business, or technical writing.
  • A master's degree from a college or university in behavioral health or a closely related field can substitute for one year of the required experience.
