Job Title: Skilled Laborer— CIVIL (I / II / III)

Job Summary
The Skilled Laborer performs a variety of field construction and maintenance tasks under the supervision of higher-level employees. Work involves assisting crews with general labor, equipment operation, job site preparation, and supporting extra workloads, absences, and vacations, as well as unusual changes in the production area or weather conditions. The position is primarily outdoors and requires clothing appropriate for changing seasons and weather conditions. Traveling out of town to work on remote job sites may be required as directed by management. Skilled Laborers are classified into three levels—Skilled Laborer I, II, and III—based on experience, skill proficiency, and ability to work independently.

Key Responsibilities
Project Focus
- Earthwork, grading, and cut/fill operations on civil infrastructure projects
- Road and sitework construction: base prep, subgrade, asphalt, and concrete support
- Underground utilities: storm drain, sanitary sewer, water main, and conduit installation
- Right-of-way clearing, grubbing, and reclamation work
- Substation site development and energy-related civil construction
Skilled Laborer I – Entry Level
- Performs general labor and support tasks under close supervision.
- Cleans and lubricates equipment as directed, maintains the work area free from debris, and readies or puts away tools as assigned.
- Closely follows directions; holds or supplies materials and tools.
- Performs any unskilled job on the project.
- Operates basic hand and power tools safely as trained.
- Participates in daily safety briefings/meetings and follows all safety procedures and guidelines.
- Reports any issues, hazards, or incidents to the supervisor or higher-level employee immediately.
- Is present at the beginning of the assigned shift and at the job site location as scheduled.
- Assists with extra workload, covering absences, and supporting crews as needed.
- Successfully completes basic operator and/or task qualifications as identified by the supervisor.
- May be required to work some weekends and nights, when needed.
- Travel out of town during the week and/or weekends to remote job sites when required.
- Performs other related duties as assigned.
Skilled Laborer II – Intermediate Level
- Performs all duties of Skilled Laborer I with increased independence and skill.
- Performs any unskilled job on the project and may assist with minor skilled work as directed.
- Assists with minor equipment operation, maintenance, and material handling.
- Cleans and lubricates equipment, maintains work areas free from debris, and readies/puts away tools as assigned.
- Operates a wide variety of hand and power tools safely and effectively.
- Motions equipment operators and assists with alignment, movement, or adjustment of machinery, equipment, or materials.
- Participates in daily safety briefings/meetings and consistently follows safety guidelines, demonstrating safe work practices.
- Reports any issues or concerns to the supervisor or higher-level employee promptly.
- Successfully completes basic operator and/or task qualifications as identified by the supervisor.
- Responds to changing jobsite needs related to workload, weather, or scheduling and support the crew accordingly.
- Demonstrates safe work practices and may provide informal guidance to Skilled Laborer I employees.
- May be required to work some weekends and nights, when needed.
- Travel out of town during the week and weekends to remote job sites as required.
- Performs other related duties as assigned.
Skilled Laborer III – Advanced Level
- Performs all duties of Skilled Laborer II with minimal supervision.
- Performs minor skilled jobs on the project as directed by the supervisor.
- Is proficient in the safe start-up, operation, maintenance, and shutdown of small tools and equipment.
- Cleans and lubricates equipment, maintains work areas free from debris, and readies or puts away tools as assigned, ensuring efficient jobsite housekeeping.
- Operates a wide variety of hand and power tools and understands small equipment safety requirements.
- Motions equipment operators and assists with alignment, movement, or adjustment of machinery, equipment, or materials.
- Handles and legally transports materials safely in accordance with company and regulatory requirements.
- Works independently, recognizes jobsite needs, and proactively supports crew operations.
- Assists with training and mentoring less experienced laborers (Skilled Laborer I and II).
- Demonstrates advanced knowledge of safety and environmental standards; actively participates in and may help lead safety discussions.
- Is present at the beginning of assigned shift and at job site location; models reliability and punctuality.
- Must be able to work some weekends and at nights, when needed, and be available for varied shifts and travel assignments.
- Performs other related duties as assigned.

- For Skilled Laborer III, demonstrated ability to work independently, mentor others, and safely operate small equipment and tools.
Qualifications
- Skilled Laborer I – Entry Level: Entry-level; on-the-job training provided by department trainer.
- Skilled Laborer II – Intermediate Level: Minimum of 2,000 hours meeting or exceeding all Skilled Laborer I (Laborer I) requirements.
- Skilled Laborer III – Advanced Level: Minimum of 3,000 hours meeting or exceeding all Skilled Laborer II (Laborer II) requirements.

- High school diploma or equivalent preferred.
Certifications:
- OSHA 10 safety training required:
- For Skilled Laborer I and II: Must complete OSHA 10 within 30 days of hire if not already held.
- For Skilled Laborer III: Must have completed OSHA 10 safety training prior to or at promotion to this level.
- Driver’s License: Valid state driver’s license required.
- Completion of Flare Required Training Matrix.
Working Conditions
- Outdoor environments with exposure to heat, cold, noise, and dust.
- Work is performed at various construction and maintenance sites, including remote locations.
- Frequent travel to remote sites and occasional overtime or weekend work.
- Must always wear company-required PPE, including hard hat, safety glasses, gloves, high-visibility vest, and steel-toed boots. Additional PPE (hearing protection, respiratory gear, etc.) may be required depending on the task or jobsite conditions.
Physical Requirements:
- Prolonged standing and walking.
- Ability to lift and carry up to 80 pounds and push and/or pull 50-pound loads.
- Manual dexterity to operate a variety of hand and power tools.
- Ability to work in a variety of weather conditions and tolerate exposure to typical jobsite noise, dust, and odors.
- Physical strength, balance, hand-eye coordination, and stamina necessary to complete tasks in various field environments.
