To ensure an active promotional list we will conduct a Firefighter Paramedic Captain examination process which may consist of the following components: a written exam, in-basket exercise, tactical scenario, personnel management and an interview board. Arrangements are being made to offer a Captain Prep Class in the week of June 22, 2026 (exact dates and times to follow). The written exam will be administered on July 27, 2026.  The practical portion of the promotional process will be given on August 06, 2026 (times and location to follow). 


Position Summary 
Reports directly to the Battalion Chief, is responsible for making decisions regarding strategy and tactics in emergency fire and rescue situations, until relieved of such duties by a higher-ranking officer. Other responsibilities include, but are not limited to, station maintenance, management of department wide programs and initiatives, limited budget oversight within their programmatic areas, conducting training classes and drills, field training, surveying their district for hazards, development of pre- plans, completing administrative reports, maintaining apparatus and equipment, and responding to a wide array of emergency and non-emergency incidents.
 
Employee decisions regarding what needs to be done involve the exercise of judgment in applying the principles of an occupation or profession and departmental policy and objectives, to changing situations, and may involve new or unusual problems. This level requires creativity as it relates to addressing technical problems/issues.
 
Responsible for high degree of accuracy, control, and presentation of details. Decisions made at this level can directly have a positive impact on the productivity of the entire department. Errors have a significant effect on operating results or may negatively affect the reputation of the organization. Consequences of actions would only be correctable through action of members of division or departmental management.
 
Essential Functions
  • Assists the shift Battalion Chief as needed in overseeing the day-to-day operations of the shift. 
  • Assumes duties as a ride-up battalion chief during intermittent periods, as assigned.
  • Approves and maintains records of employee’s requests for leave.
  • Responds to major incidents involving Emergency Medical Services, Fire Suppression and Hazardous Material mitigation; directs firefighters and rescue activities and calls for mutual aid as necessary.
  • Develops and conducts in-service training classes for departmental personnel.
  • Coordinates activities for efficient communication among all stations.
  • Addresses civic and other groups regarding the activities and programs of the Fire Rescue Division to explain and promote public understanding of its responsibilities.
  • Acts as division liaison with other internal departments and outside agencies relative to the division’s functions and enforces discipline within the ranks, forwards recommendations for exemplary acts by department members.
  • Supervises subordinates in the performance of assignments.
  • Trains subordinates in the use of firefighting apparatus and vehicles; tests equipment operations for response readiness; inspects stations within the county for compliance.
  • Completes and reviews EMS patient reports, fire company incident and inspection reports; maintains department records including those for personnel, disciplinary actions, and performance ratings.
  • Coordinates exchange of information between shifts and other fire/rescue officials.
  • Ensures subordinates complete all required reports and paperwork accurately and in a timely manner.
  • Conducts daily visits to County Fire and EMS Station to inspect personnel, personal protective equipment, facilities, apparatus, and records.
  • Inspects condition of fire/rescue vehicles, equipment, and inventory of supplies; ensures adequate stock of supplies and equipment is on-hand.
  • Ensures safety of crews in station and on responses.
  • Identifies and resolves personnel problems at the station level.
  • Monitors workflow of subordinates.

During emergencies, all employees are considered essential personnel and may be required to perform alternate duties.

  • Must possess Associate degree, Bachelor’s degree preferred.
  • Must possess three years as a Lieutenant in a fire department.
  • Must possess Florida State Certification as a Fire Fighter 2.
  • Must possess Florida State Certification as a Paramedic.
  • Must possess certification as Florida “Certified Pump Operator” (must obtain within 12 months of hire).
  • Must possess certificates in NIMS I-100, I-200, I-300, I-400, I-700, and I-800 (must obtain within 12 months of hire).
  • Must possess certificates in wild land firefighting S-130 and S-190 (or Florida equivalent).
  • Must possess S-215 Wildland Urban Interface (or Florida equivalent within 18months of hire).
  • Must possess Florida State Certification as a Fire Officer 2 (must obtain within 18 months of hire).
  • Must possess current Emergency Vehicle Operator Certification (EVOC).
  • Florida State Certification as a Fire Instructor 2 (must obtain within 24 months of hire).
  • Must possess Florida “Live Fire Training Instructor” certification (must obtain within 24 months of hire).
  • Must have three years of experience as a lieutenant or above within a fire-rescue service.
  • Must possess or be able to obtain by the time of hire, a valid Florida State Driver’s License without record of suspension or revocation in any state.

  • Is able to understand and follow oral and written instructions.
  • Is able to analyze situations quickly and objectively.
  • Is able to determine proper courses of action within the established framework of policies and procedures.
  • Is able to maintain composure in emergency situations.
  • Is able to work effectively under stressful conditions.
  • Is able to communicate effectively, orally and in writing.
  • Is able to assist in training subordinate personnel.
  • Is able to establish effective working relationships with employees, other agencies and the general public.
  • Has considerable knowledge of modern office equipment such as but not limited to; copy machine, scanner, calculator, fax machine, cell phone and portable radio.
  • Has considerable knowledge of computer software such as but not limited to; Microsoft Office, Adobe Acrobat, Excel, ext.
  • Ability to read and write the English language.
  • Ability to meet department physical standards.

  • Work is performed primarily in offices, vehicle and outdoor settings, in all weather conditions, including temperature extremes, during day or night. 
  • Work is often performed in emergency and stressful situations. Individuals in this environment are exposed to hearing alarms and the hazards associated with fighting fires and rendering emergency medical assistance, including smoke, noxious odors, fumes, dry chemicals, liquid chemicals, solvents and oils, fall hazards, building collapses, traffic hazards, blood borne pathogens and infectious disease.
  • An individual in this position occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock and vibration.
  • The noise level in the work environment is usually quiet in office settings, and loud at an emergency scene.
