JOB TITLE: Transportation Planner.

SALARY RANGE: $35,000 - $45,000 DOE.

GENERAL SUMMARY:

Under the general direction of the Director of Community and Economic Development, the Transportation Planner will be responsible for analyzing, planning, and designing transportation systems and infrastructure. This role involves collaborating with various stakeholders, including government agencies, community groups, and transportation professionals, to develop plans and policies that improve transportation efficiency, safety, and accessibility. Additionally, the Transportation Planner will assist local and county governments in communicating their transportation needs to the Kentucky Transportation Cabinet (KYTC) and facilitate public engagement to address community concerns and questions.

GENERAL DUTIES AND RESPONSIBILITIES:

Key Responsibilities:
  • Conduct transportation planning studies, including data collection, analysis, and interpretation of traffic patterns, travel behavior, and demographic trends.
  • Develop and evaluate transportation models to forecast future transportation needs and assess the impact of proposed projects.
  • Prepare comprehensive transportation plans, reports, and presentations for stakeholders and public meetings.
  • Collaborate with local, regional, and state agencies to ensure transportation plans align with regulatory requirements and community goals.
  • Engage with the public and stakeholders through meetings, workshops, and surveys to gather input and build consensus on transportation projects.
  • Identify and apply for grants and other funding opportunities to support transportation projects.
  • Monitor and evaluate the effectiveness of implemented transportation plans and recommend adjustments as needed.
  • Stay updated on industry trends, best practices, and emerging technologies in transportation planning and mobility.
  • Prepare traffic data for state and local agencies to support project development and design.

ADDITIONAL RESPONSIBILITIES:
  • Coordinate transportation planning efforts at the area-wide, sub-area, corridor, or site level.
  • Coordinate with staff to edit and code highway and transit networks.
  • Perform public transportation planning work.
  • Draft technical reports and present results of studies to stakeholders.
  • Conduct various analyses and evaluations related to transportation planning.
  • Coordinate with staff to create maps and maintain mapping databases.
  • Provide assistance to committees and coordinate citizen advisory and professional transportation committees.
  • Respond to public inquiries and provide transportation information and data as requested.
  • Conduct field surveys as required to support transportation planning efforts.
  • Provide assistance to committee members and collaborate with other agencies on transportation projects.
  • Assist in statewide transportation planning initiatives.
  • Collect and maintain data in information systems.
  • Conduct independent planning studies and provide technical assistance as required.
  • Review documents related to transportation issues and projects.
  • Attend meetings related to transportation issues and represent the organization as needed.
  • Perform other duties as required.

MINIMUM QUALIFICATIONS:
  • Bachelor’s Degree from an accredited university in degree in Planning or a related field required.
  • Knowledge and experience in demographic or economic analyses methods to transportation planning and programming is a basic requirement of the job.

SPECIALIZED SKILLS, KNOWLEDGE AND ABILITIES:
  • Strong analytical skills with the ability to interpret complex data and provide actionable recommendations.
  • Excellent written and verbal communication skills, with the ability to present technical information clearly to diverse audiences.
  • Experience in public engagement and community outreach activities related to transportation planning.
  • Knowledge of federal, state, and local transportation regulations, policies, and funding programs.
  • Ability to manage multiple projects and deadlines effectively in a collaborative team environment.
  • Proficiency in mathematics for transportation analysis and modeling.
  • Computer literacy in spreadsheets, database management, and computer graphics for data analysis and visualization.
  • Ability to initiate, organize, and manage corridor studies, public transit and paratransit analyses, traffic analyses, and travel demand modeling.
  • Skill in conducting comprehensive analyses of transportation projects and programs.
  • Ability to establish and maintain effective working relationships with co-workers, committee members, and the public.
  • Capacity to handle stressful situations with patience and tact.
  • Knowledge of political processes, planning principles, and regulations affecting transportation and funding sources for transportation projects.
  • Thorough understanding of regional land use and growth management planning methods.

WORKING CONDITIONS:
  • Work is performed both in an office setting and traveling throughout the ADD.
  • This includes traveling under adverse weather conditions into rural areas.
  • Includes work with the public and interested people, requiring the use of good judgment and tactfulness.

EFFORT:
  • Must be able to walk, see, hear, and speak. Intermittent sitting, standing, stooping, sorting and reaching.
  • Occasional light lifting up to 25 lbs.
  • Work requires high levels of mobility as some of the work takes place outside of the office gathering data and conducting research.

MACHINES, TOOLS AND EQUIPMENT:
  • Equipment typically used includes a personal computer, scanner, printers, and copier. Frequent use of an automobile throughout the ADD. The usage of Microsoft 365 products is a must.

This organization shall be known as the FIVCO Area Development District, a local agency created under the Kentucky Revised Statutes (KRS Chapter, 147A), with its purpose being to promote, develop and protect the economy, health, education, and general welfare and to implement projects in accordance with KRS 147A for the people of Boyd, Carter, Elliott, Greenup and Lawrence Counties in Northeastern Kentucky, and to further act in conjunction with adjoining Area Development Districts to implement programs of benefit to the Northeastern Kentucky area.The FIVCO Area Development District was founded in 1968 and proudly serves its five-county region in many different capacities. The Board of Directors consists of 25 members from the five-county region.
