TITLE: Father Engagement Specialist (FES)
SUPERVISOR: Client Base Services Director & Client Base Services Manager
HOURS: Full-Time position, minimum of 40 hours per week
LOCATION: Sussex/Kent/New Castle
POSITION: Exempt
JOB SUMMARY: The DFFC Father Engagement Specialist is a full-time employee, dedicated 100% to the DFFC program. The Father Engagement Specialist must possess detailed skills to perform the DFFC Father Consultation and Support Process. The Father Engagement Specialist is expected to provide direct services by working with fathers using the 24/7 Dads curriculum and case management process. The DFFC Father Engagement Specialist participates on boards, attends local meetings and trainings that enhance services. The DFFC Father Engagement Specialist will work closely with the Division of Prevention and Behavior Health Services Program Manager’s appointed designee to ensure program compliance, quality of services, family preservation and program fidelity.

DFFC Father Engagement Specialist Qualification Overview: The DFFC Father Engagement Specialist should have experience in father support principles, father decision making practices, engagement and retention, promoting services and knowledgeable about community services. The DFFC Father Engagement Specialist is effective in building father skills as well as being an advocate for the father when needed. An important attribute is having the ability to effectively engage and retain fathers through the DFFC process to meet contractual expectations. The DFFC Father Engagement Specialist schedule must be flexible, including availability of some nights and weekends to meet with fathers, attend trainings, conferences, and related program events. The DFFC Father Engagement Specialist must have education, training or experience demonstrating competence in the following areas:
Degree Requirements: Minimum of a Bachelor’s Degree (preferred) in social Work or related Human Service field:
1. Experience in family budgeting and working with families at or below poverty income.
2. Knowledge of record keeping and file management.
3. Knowledge of community, to establish, locate, and access resources for families.
4. Ability to communicate effectively both verbally and in writing.
5. Experience using Microsoft Word, Microsoft Excel and Power Point.
6. Must have valid driver’s license.
Note: As a condition of employment. Upon hiring, must complete TB test, and submit a copy of driving record along with proof of vehicle insurance.
DUTIES & RESPONSIBILITIES
1. The DFFC Father Engagement Specialist must successfully complete the 24/7 Dad Curriculum training.
2. The DFFC Father Engagement Specialist will engage, consult and retain a caseload of 35 fathers monthly.
3. The DFFC Father Engagement Specialist will conduct four 10-12-week 24/7 Dad Training classes successfully graduating at least 35 fathers per county per program year.
4. The DFFC Father Engagement Specialist will perform comprehensive assessments of father needs that describes stressors, barriers to receiving services, and other challenges and underlying conditions affecting children directly or indirectly.
5. The DFFC Father Engagement Specialist will develop individualized prevention plans with customizable SMART goals. These goals will be created from the needs identified in the assessment and or goals self-identified and become the guide for successful completion of the DFFC program and the 24/7 Dad curriculum.
6. The DFFC fatherhood consultation process includes service coordination, information and referral, and advocacy. The service delivery is based specifically on the individualized prevention plan and SMART goals identified and developed.
7. The Father Engagement Specialist will assist with forming resource connections in the following but not limited to areas: mental health, substance abuse, education, state and local service programs such as employment, child support and re-entry.
8. Partnerships will be created and or established with the following identified priority areas to recruit fathers: Re-entry, Non-custodial fathers, Child Support/Custody.
9. The Father Engagement Specialist acts as an advocate for fathers as warranted.
10. Follow-up meetings should occur weekly or as frequently as outlined in the 24/7 Dad individual or group schedule.
11. Follow-up meetings should be conducted in-person, in home or in the community.
12. The DFFC Father Engagement Specialist ensures that information in participant’s file is complete, neat, organized, accurate and up to date.
13. The DFFC Father Engagement Specialist will work closely with the Delaware Fatherhood/Family Coalition and County Leadership Committee (DFFC/CLC) to provide support to the meetings, activities and provide technical support and advocate as an ambassador for the DFFC/CLC.
14. The Fatherhood Engagement Specialist will provide county-wide presentations about program services and trainings.
15. Offer father and co-parenting resources and information at community events.
16. The DFFC Father Engagement Specialist will provide support and information to individuals in their county who are seeking assistance regardless of participation in the DFFC program.
17. Organize and attend bi-monthly County Leadership Committee (CLC) meetings in their assigned county.
18. The DFFC Father Engagement Specialist will participate in the organizing and planning of DFFC events and initiatives.
19. The Father Engagement Specialist will be trained on agency and state database systems.
20. Prepares monthly statistical reports regarding case activity. Prepares analytical reports on
specific cases as requested by superiors.
21. Responsible for ensuring reports and records are maintained in compliance with funding
source requirements.
22. Maintains a professional attitude by abiding with the agency confidentiality policies.
23. Performs other duties consistent with the goals of the program as deemed necessary by the
supervisor.
Employment is contingent upon adequate funding from Federal/State/Local Agencies. Employees will be notified immediately upon First State’s receipt of written notification of funding termination.
