The Department is launching a critical Human Resources (HR) business process modernization initiative to automate complex workflows and eliminate operational inefficiencies. This project focuses on developing a custom automation platform using ReactJS and .NET Clean Architecture to manage "HR Actions" including vacancy authorizations, appointment packages, and pay action requests which currently suffer from limited visibility and elevated time-to-fill metrics.
We are seeking a senior-level strategist to serve as the primary liaison between the Office of Work Program and Budget (OWPB) and HR subject-matter experts. The selected candidate will lead requirements gathering, backlog management, and quality assurance to ensure the successful delivery of a platform that aligns high-level business intent with technical execution.

Mandatory Requirements
Work Authorization: Must be a US Citizen or Green Card holder.
Government Experience: Prior experience working on government projects is mandatory to ensure familiarity with state workflow practices and administrative computing applications.
Core Experience: Minimum of 6 years of professional experience in business analysis, requirements engineering, and quality assurance documentation.
Education: Bachelor s degree in Computer Science, Information Systems, or a finance-related field.
Key Responsibilities
Requirements Engineering & Strategic Liaison
Facilitate work sessions with HR subject-matter experts to elicit, prioritize, and translate high-level business intent into actionable user stories with clear acceptance criteria.
Identify functional gaps in existing systems and assist in business process redesign to support OWPB and enterprise objectives.
Evaluate critical information from multiple resources to summarize detailed data into executive-level formats.
Agile Backlog & Project Management
Manage user stories, project backlogs, and sprint backlogs within Azure DevOps.
Participate in all SCRUM ceremonies, including daily stand-ups, sprint planning, and retrospectives.
Coordinate the development of project schedules, implementation plans, and functional specifications for HR automation releases.
Quality Assurance & Testing Leadership
Oversee the development of testing strategies, data scenarios, and test plans.
Lead User Acceptance Testing (UAT) cycles with stakeholders to ensure systems meet functional requirements and performance standards.
Produce comprehensive documentation including QA plans, user manuals, and standardized desk procedures.
