Job Description

The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world's busiest and most highly skilled emergency response agency. The Department's main goal is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs. FDNY members are sworn to serve and protect life and property and the Department works to continually educate the public in fire, life safety and disaster preparedness, along with enforcing public safety codes. Since its inception in 1865, FDNY has helped lead efforts to make New York the safest big city in the nation. Reporting to the Director of Data Quality & Industrial Engineering, the Operations Research Analyst/Industrial Engineer will support and contribute to projects within the unit to optimize and streamline the Fire Department’s responses to fire, medical, and emergency incidents using best practices in industrial engineering methodologies and concepts. The Industrial Engineer, will assist in proposing solutions to bottlenecks in areas such as call center processing times, dispatch optimization, fire and EMS resource optimization, uniform workforce schedule optimization, and 9-1-1 demand modelling as well as forecasting in support of policy and programmatic changes to the 9-1-1 system. All recommendations should lead to quantifiable change first tested or simulated with data and subsequently demonstrated through pilot programs developed with business owners that allow the Department to deploy effective solutions while being risk averse. The Industrial Engineer will also have scope to recommend solutions to optimize other areas of the business including building inspection flows, civilian workforce schedule optimization, and logistical optimization for fleet and inventory as needed. The Industrial Engineer will work closely with analysts and programmers in the GIS unit, the Data Quality unit, the Strategic Initiatives unit, and IT in day-to-day project involvement for clients. The Industrial Engineer will stay current in the application of engineering technologies, and may partner with academia as well as vendors, and will produce work that meets best practice and peer review standards in applied industrial engineering and operations research fields. The Industrial Engineer should be an excellent communicator, collaborator, and team player with a strong understanding of the intersections between agency operations, data, and critical IT applications as they pertain to projects and initiatives.

Minimum Qualifications


1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills


Additional duties include the following: cultivate strong relationships with agency stakeholders including Communications, Fire & EMS Operations demonstrate expert capabilities in analytical modelling using statistical packages and programming languages including but not limited to Python, R, SQL provide documentation of mathematical equations used in algorithms and models as well as white papers describing engineering concepts to the layperson. Advanced degree (PhD preferred) in Operations Research, Industrial Engineering, Statistics, Management Science, Data Science, Urban Informatics, or a closely related field that includes a significant amount of research methods and statistical analysis. Direct experience managing a team with capabilities in algorithm development, resource allocation modelling/ scheduling, systems/operations analysis, queuing theory, simulation and optimization. Proven track record in creating and deploying engineering initiatives and algorithms and demonstrating results to the peer review standard for the field. Experience or coursework in causal inference and time series forecasting is desirable.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
