Hiring Pay Range: $68,000 - $70,000 (applicants will be hired within this range)

Job summary:
The Community Empowerment Manager provides strategic oversight, leadership, and day-to-day management of FIRC’s Community Empowerment programming. This position supervises a team of caseworkers who serve as certified Community Health Workers (CHWs), delivering culturally responsive, community-based casework, ensuring high-quality, equitable service delivery across programs, including health navigation, financial stability, and basic needs support.

The Manager is responsible for program development, staff supervision, data integrity, grant compliance, and budget oversight. They analyze community trends to inform program improvements, advocate for systems-level change, and serve as a key liaison between FIRC, community partners, and state and regional stakeholders. This role ensures programs are responsive to evolving community needs while advancing FIRC’s mission to create pathways to stability and self-sufficiency.

Primary duties:
  • Provide leadership and supervision to Community Empowerment casework staff, including hiring, training, coaching, scheduling, and performance management
  • Ensure timely and accurate data entry, conduct regular data audits, and maintain compliance with grant and reporting requirements
  • Manage and monitor program budgets in collaboration with Finance and Grants teams, including approval of direct client financial assistance and contractor/vendor payments
  • Analyze program data and community trends to inform program improvements, enhance service delivery, and advocate for systemic change
  • Oversee and coordinate key program components such as financial assistance processes, workshops, community events, and marketing through a lens of equity and with a focus on the social determinant's health
  • Maintain up-to-date knowledge of complex systems including healthcare access (e.g., Medicaid, marketplace insurance), public benefits, and financial assistance resources
  • Collaborate with leadership to develop and implement strategic program initiatives aligned with FIRC’s mission and community needs
  • Develop, implement, and maintain Standard Operating Procedures (SOPs), program guides and Program Manager manual, and ensure staff adherence
  • Support grant writing, reporting, and evaluation efforts, including tracking outcomes and ensuring deliverables are met

Responsibilities include but are not limited to:
  • Collaborate across FIRC programs to ensure participants receive holistic, wrap-around support addressing Social Determinants of Health
  • Represent FIRC at community meetings, coalitions, and state or regional forums, serving as an advocate for community needs
  • Build and maintain strong partnerships with community organizations, healthcare providers, housing partners, and statewide agencies
  • Facilitate team meetings, one-on-one supervision, and community events or workshops
  • Support outreach and education efforts to increase awareness of Community Empowerment programs and reduce barriers to access
  • Provide direct client support as needed to ensure seamless service delivery during high-demand periods
  • Coordinate and support program-specific initiatives such as coalitions, enrollment events, or workshops
  • Ensure compliance with all program regulations, certifications, and confidentiality standards (including HIPAA where applicable)
  • Demonstrate and maintain a high level of integrity, following all documentation and process requirements, and report any questionable activity to the Director of Programs or Executive Director immediately.
  • Perform other duties as assigned, job responsibilities may change

General requirements of the position include:
  • Bachelor’s degree in Social Work, Public Health, Human Services, Public Policy, or related field preferred (or equivalent experience)
  • Minimum of two years of supervisory experience, required
  • Strong written and verbal communication skills in English required; Spanish preferred
  • Experience navigating healthcare systems, financial assistance programs, or social services systems, preferred
  • Knowledge of community resources and ability to make appropriate referrals
  • Strong organizational, analytical, and problem-solving skills
  • Ability to manage multiple priorities and meet deadlines in a dynamic environment
  • Proficiency in data systems and technology used for tracking program outcomes
  • Valid driver’s license and reliable year-round transportation required
  • Ability to work in person (this is not a remote position)
