The Chief of Campus Police is responsible for the formulation and administration of institutional policy relating to crime prevention, the delivery of law enforcement services, coordination of emergency responses, and facilitation of emergency management planning for the College. Provide leadership in promoting all aspects of crime prevention, law enforcement and emergency response. Responsible for deploying, supervising, and training peace officers and non-sworn employees in compliance with governmental standards.

Qualifications:

  1. United States Citizenship upon graduating from the police academy; and
  2. Possession of a valid New York State Operator’s license at the time of appointment and maintenance of such license throughout the tenure of employment in the position; and
  3. Current certification as a police officer; or SUNY peace officer and maintenance of such certifications throughout the tenure of employment in the position.

Education and Experience:

Master’s Degree in Educational Administration with 14 years of supervisory experience in law enforcement plus 4 years of leadership experience in a higher education setting or Bachelor’s Degree in Criminal Justice with 17 years of supervisory experience in law enforcement plus 6 years in a higher education setting.

Preferred Certifications, Licenses and Affiliations:

  1. Firearms Instructor
  2. Law Enforcement Instructor
  3. Trained in Threat Assessment/Behavior Intervention
  4. Certified and trained in Assisting Persons with Mental Illness and Emotional Disturbance

Knowledge, Skills, and Abilities:

  1. Must have in-depth and current knowledge of law enforcement operations, investigative procedures, and emergency planning and response.
  2. Requires excellent verbal, written and interpersonal skills to effectively deal with difficult and complex problems requiring tact, diplomacy, and maintenance of confidentiality.
  3. Ability to manage a department, including supervising employees, managing budgets, and addressing performance issues through leadership.
  4. Must have experience with Microsoft Office products.

Principal Duties and Responsibilities:

  1. As the Chief of Campus Police at the College, oversee all activities related to college law enforcement services, including the recruitment, supervision, scheduling, and evaluation of patrol officers and supervisors.
  2. Oversee all activities related to FLCC Campus Police, including lost and found, key control, and supervision of staff.
  3. Serve as college liaison with all state, federal, and local agencies concerning law enforcement and emergency response issues. Perform all required reporting.
  4. Represent Finger Lakes Community College in state and regional public safety and emergency response organizations including, but not limited to: Finger Lakes Law Enforcement Academy, Ontario County Crime Coordinators Committee, the Local Emergency Planning Committee, and the New York State Community College Public Safety Administrators Association, and the Rochester Area Campus Security Administrator’s Group.
  5. Oversee the response and investigation of crimes, injuries, and accidents on campus.
  6. Coordinate the investigation of crimes and incidents on College property or involving College related individuals with local, state, and federal agencies.
  7. Inform College management of non-criminal personnel issues identified during investigations to be addressed through supervision.
  8. Jointly participate in the investigation and referral of student code of conduct issues to the office of community standards.
  9. Develop and monitor processes that communicate incident information to the FLCC Title IX Co-Coordinators, and coordinate the Title IX investigation with criminal investigations conducted by other agencies.
  10. Coordinate the development and maintenance of emergency response plans with enterprise risk management and environmental health and safety.
  11. Develop appropriate crime prevention and personal safety training for all staff.
  12. Evaluate construction and renovation projects for security and crime prevention opportunities and make recommendations.
  13. Continuously evaluate all crime prevention and security programs and services; develop recommendations to improve services.
  14. Develop educational or enforcement strategies to support compliance with relevant college policies, such as parking, traffic control, use of alcohol, smoking.
  15. Participate in short- and long-range planning as it affects crime prevention, law enforcement, and emergency response; develop recommendations to facilitate achievement of objectives with approval of executive leadership as required.
  16. Work with the director of enterprise risk management and environmental health and safety in the development of emergency response planning, present recommendations to executive staff for approval and implementation.
  17. Develop and manage the annual department budget.
  18. Provide emergency management direction at the College during emergencies, if not involved directly in incident command at the scene.
  19. Maintain the proper filing and storage of investigative reports and campus police training records.
  20. Serve on various committees and task forces addressing problems and issues relating to crime prevention, law enforcement and emergency response; Make recommendations to executive staff for approval.
  21. Shall act in a confidential capacity with college administration, as required.
  22. Make arrests.
  23. Prepare for and testify in court.
