Job Title: Engineer 3
Location: 3 Innovation Way, Pomona, CA 91768
Duration: 18 months
Rate: $40–48/hr on W2
Work Schedule: Hybrid (Minimum 2 days onsite: Wednesday & Thursday)
Education Requirement
- Bachelor’s Degree in Electrical Engineering or related technical field.
Day-to-Day Responsibilities / Workload
- Support capital program projects including DSP, TSP, SUB IR, DSERP, and similar initiatives.
- Gather and analyze data for transmission, sub-transmission, and distribution systems, including transformer test data and generator data.
- Model systems using software tools such as CAPE and perform short-circuit studies, protection coordination studies, and relay settings development.
- Conduct system studies and provide protection requirements necessary for engineering design.
- Review relay operations and system disturbances to recommend corrective and preventive solutions.
- Collaborate closely with Test Technicians, System Operators, Substation Engineers, Distribution Field Engineers, Project Engineers, and Apparatus Engineers to support design and protection activities.
- Perform DER (Distributed Energy Resource) integration studies and evaluate automation schemes for system enhancements.
Long-Term Responsibilities
- Provide QA support by reviewing protection deliverables including relay settings, logic, calculations, and electronic files.
- Design protective relaying systems to ensure grid safety and reliability.
- Review and sign off on AC/DC drawings, logic diagrams, one-line diagrams, and relevant protection documentation.
- Coordinate with multi-disciplinary engineering teams for sub-transmission and distribution substation expansion, automation, and infrastructure upgrade projects.
- Support the development of standardized protection methodologies and advanced logic designs.
Required Skills / Attributes
- 5 years of experience in protection, substation, or distribution engineering within the electric utility sector.
- 6 years desired.
- Strong understanding of transmission system operation, line and bus arrangements, and reclosing practices.
- Proficiency with GE, ABB, and SEL relays.
- Experience developing and peer-reviewing relay settings for systems ranging from 12kV to 765kV.
- Hands-on experience performing short-circuit studies, symmetrical component analysis, and protection coordination studies.
- Ability to design, interpret, and apply electrical one-line diagrams, elementary drawings, AC/DC schematics, and protection logic diagrams.
- Knowledge of digital logic design principles (logic gates, latches, etc.) and experience in developing logic diagrams.
- Proficient with relay setting tools such as GE EnerVista UR Setup and SEL AcSELerator.
- Experience with CAPE, including CAPE macro development; familiarity with CYME and CYME scripting.
- Working knowledge of industry communication protocols including DNP3, Modbus, IEC 61850, and SCADA system integration.
- Strong analytical, documentation, and technical communication skills.
Desired Skills / Attributes
- Experience programming relay settings and preparing testing documentation for transmission and distribution protection systems (bus, line, transformer bank, capacitor bank, reactor bank, etc.).
- Experience with sub-transmission automation projects and relay upgrade initiatives.
- Proficiency using MS Office applications (Word, Excel, PowerPoint, Access, Visio, Project).
- Demonstrated ability in project planning, decision making, and delivering technical results.
- Professional Engineer (PE) license preferred.
- Advanced degree in Electrical Engineering, preferably with a focus on Power Systems.
