Organizational Location: This position is located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Chief Financial Officer Office of Financial Capitol of Financial Management Financial Operations, in Burlington, Vermont; Irving, Texas; Washington, District of Columbia.

This is a bargaining unit position.

You qualify for the GS-07 grade level if you possess one of the following:

Experience: One (1) year of specialized experience at the GS-05 grade level or equivalent performing duties such as:
  • Identifying matters and transactions related to formulation, justification, preparation, submission, control, in monitoring all aspects of financial management process.
  • Assisting in planning studies to determine the base requirement for updated financial information.
  • Aiding in the creation of briefing reports to management in a complete and timely manner according to a pre-established schedule.
  • Assisting in providing operating officials the necessary analyses, projections, and interpretations to maintain maximum efficiency, effectiveness, and economy.
OR

Education: One full year of graduate level education.

OR

Superior Academic Achievement.

OR

Combination of Experience and Education: A combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for the GS-07 grade level. Only education in excess of the first four years of study may be used to qualify applicants for positions at grades GS-7

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

As an Financial Program Specialist, at the full performance level, you will perform the following duties:
  • Working with senior level analysts in the preparation and submission of work within the financial management process
  • Coordinating with other analysts in providing services that support organizational programs and components
  • Preparing reports from a variety of sources to assist senior level analysts identify problem areas
  • Assisting other analysts in the analysis of financial related data within the agency and for its customers
