General Definition of Work
The workforce management senior analyst, under minimal supervision, performs intermediate-level work with limited decision-making discretion providing financial and business process support related to budgeted/allocated personnel resources. Position is responsible for collaborating to monitor that expenditures are in compliance. Responsibilities include coordination and process improvement; as well as performing advanced financial analysis and administrative work. Employee performs senior level work to carry out the Board of Education policies and procedures under the direction of the Director of Workforce Management.

Place of Work
The normal place of work is on the premises used by Charlotte-Mecklenburg Schools. Charlotte-Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.
Essential Functions
- Adhere to all state, federal, and local laws, policies, and procedures
- Lead, monitor, and evaluate assigned projects in workforce management
- Investigate, analyze, and formulate methods for handling special projects/reports
- Lead the workforce management team in the Salary Audit Exception Coordinates as needed with Compensation, Payroll and Licensure departments to resolve audit exceptions
- Represent the Workforce Management department in district meetings, as needed
- Perform complex financial analysis and present findings in easily consumable reports
- Develop reporting and analysis tools for position control, program evaluation, and financial position and forecasting
- Coordinate processing of position exchange requests for schools and departments
- Review personnel budget codes and funding sources for compliance with the chart of accounts, and recommend shifts to maximize budgets
- Participate in the annual budget process and year-end closeout
- Respond to or delegate inquiries submitted to workforce management
- Serve as subject matter expert for workforce management policies and practices
- Prepare and present reports, data, and needed correspondence
- Create databases and analyze trends
- Build a repository of standard operating procedures (SOPs) for department training
- Facilitate meetings and attend other related meetings as needed/required
- Serve as designated department representative and point person in the Director’s absence
- Participate in professional development workshops and other training
- Create an inclusive environment with positive communication/public relations
- Perform related work as assigned or required
Knowledge, Skills, Abilities
- Thorough knowledge and understanding of the principles, practices, and procedures of public school system policies and finance and/or position control
- Thorough knowledge of federal, state, and local regulatory requirements applicable to school system finance and funding sources
- Thorough knowledge of county and school board policies, procedures, and standards regarding funding, position control, and allotments
- Ability to reflect appropriate response to situations, while maintaining a professional and personal demeanor
- Ability to use technology to enhance projects and improve processes and support continuous process improvement effort
- Ability to learn and use specialized tools, equipment or software related to business needs
- Ability to monitor a budget

Education and Experience
- Bachelor’s degree in business, accounting or related field required
- Master’s degree in business, accounting or a related field preferred
- At least five years’ related experience required
- Equivalent combination of education and experience

- Possess and maintain a valid driver’s license or ability to provide own transportation
- Travel to school district buildings and professional meetings
