PRIMARY FUNCTION: The Fiance Project Manager I is responsible for planning and supervising information technology work related to maximizing the efficiency of all system platforms and processes within the Division of Finance. Duties involve planning, interpreting, organizing, executing, and coordinating with information technology and external consultants in performing work, calculating costs, and conducting various system studies and preparing multiyear planning in support of Finance.

SALARY SCHEDULE: A-3
WORK DAYS: 250

REQUIREMENTS:
1. Education Level: Bachelor’s degree in accounting, business administration or public administration form an accredited              college or university and 10 years of relevant experience
    Preferred: Master’s degree in accounting, business administration or public administration from an accredited college or          university and 5 years of relevant experience


2. Experience, Skill, and Certification:
• Minimum of at least three years of supervisory or leadership experience
• Ability to plan, direct, and evaluate a complex operation, using manpower, time, funds, and other resources for the                 accomplishment of long-term and short-term goals of the institution
• Ability to organize work effectively, conceptualize and prioritize objectives and exercise independent judgement based on an    understanding or organizational policies and activities
• Knowledge of accounting principles and procedures, grants management and internal controls
• Knowledge of grants management
• Proven ability to prepare complex financial reports
• Excellent oral and written communication skills
• Proven ability to prepare complex financial reports
• Proven ability to develop and maintain complex financial systems
• Experience with mainframe financial systems
• Eligible for Georgia Professional Standards Support Certificate
• Proficiency with Microsoft Office products, particularly Excel and Access
• Proven experience in systems design and development
• Ability to read, interpret and create network diagrams
• Strong leadership, team building, organizational and management skills
• Through understanding or information technology procedures and practices


Preferred

• Certified Public Accountant (CPA)
• Experience in governmental finance
• Management experience
• Experience with district’s financial software system


ESSENTIAL DUTIES:

1. Work with the Executive Director to develop strategic plans for implementing and upgrading various functions in the                Enterprise/MUNIS platform.
2. Implement the Bank reconciliation process in MUNIS.
3. Implement Grant Accounting Project Ledger in MUNIS.
4. Implement ESPLOST reporting in MUNIS. Track progress of projects using eBuilder and other tracking software; innovate/        improve based on results.
5. Upgrade Position Control setup in MUNIS for budget allocations.
6. Activate all budget tolls in MUNIS to maximize system usage.
7. Review payroll, position control, and accounting procedures in MUNIS for efficiency.
8. Establish a process to record federal grants that cross years
9. Create a process with the Fixed Asset module in MUNIS for efficiency of transferring Construction in Progress and recording      all fixed asset activity.
10. Assist with the setting up of modules in MUNIS that are not currently active
11. Setup Benefits reconciliation processes for HR (TRS, SHBP, & supplementals).
12. Create a ESS substitute billing process.
13. Relate to a wide variety of people. Observe, listen and provide leadership which results in the best possible work                      environment.
14. Recommend information technology strategies, policies, and procedures by evaluating organization outcomes; identifying        problems; evaluating trends, anticipating requirements.
15. Supports the vision and goals of the organization by actively participating in its leadership activities, training and                    upholding its policies and standards.
16. Perform other duties as assigned.
17. Eligible for Georgia Professional Standards Commission certificate.

TERMS OF EMPLOYMENT
Incumbents will be considered “at will.” This position is “essential personnel, critical staff’ when there is an event that creates security challenges or disruptions to District operations. This position may be required to work during identified periods of an emergency as defined in Policy Regulation GBRB-R, Title: Professional Personnel Time Schedules.

Appropriate pay will be determined based on the Grade A-3 of the administrator scale and allowable experience as determined by Human Resources. This is a 250- day position. (Exempt). New 04/2025
