General Definition of Work
The position and workforce management specialist, under general supervision, performs moderately complex work with minimal decision-making discretion implementing and supporting processes related to extended employment, position allocations, and position funding sources. Employee collaborates to ensure expenditures are within budget and in compliance with federal, state and local laws, rules and regulations. Employee performs district-level work to carry-out Board of Education policies under the direction of the Director of Workforce Management.

Place of Work
The normal place of work is on the premises used by Charlotte-Mecklenburg Schools. Charlotte-Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.
Essential Functions
- Adhere to all state, federal, and local laws, policies, and procedures
- Assist with the development of annual position allotments
- Monitor and adjust employee funding sources as needed, ensuring compliance with the chart of accounts
- Analyze discrepancies to identify root causes and identify corrective actions needed
- Collaborate with central office departments and schools as needed to ensure accuracy of data and address discrepancies
- Reclassify salary expenses to maximize available funding
- Support department heads, principals and secretaries with position allotments
- Implement and support processes for extended employment activities
- Receive and review one-time payments for employees to validate funding and ensure adherence to guidelines
- Provide training and ongoing support related to the extended employment process
- Assist with the annual budget process and participate in the year-end closeout
- Facilitate meetings and attend other related meetings as needed/required
- Participate in professional development workshops and other training
- Create an inclusive environment with positive communication/public relations
- Perform related work as assigned or required
Knowledge, Skills, Abilities
- Knowledge and understanding of the principles, practices, and procedures of public school system policies and finance and/or position control
- Knowledge of federal, state, and local regulatory requirements applicable to school system finance and funding sources
- Knowledge of county and school board policies, procedures, and standards regarding funding, position control, and allotments
- Ability to reflect appropriate response to situations, while maintaining a professional and personal demeanor
- Ability to use technology to enhance projects and improve processes and support continuous process improvement effort
- Ability to learn and use specialized tools, equipment or software related to business needs
- Ability to implement local, state, and federal rules, guidelines, and procedures into daily business operations

Education and Experience
- Associate’s degree in business, accounting, or related field required
- Minimum of three (3) years’ experience in business, accounting or related field required
- Equivalent combination of education and experience

- Possess and maintain a valid driver’s license or ability to provide own transportation
- Travel to school district buildings and professional meetings
