Reporting to the Senior Telecom Manager, the Mobile & Fixed Telecom Services Manager will be responsible for the planning, coordination, integration, and operational management of all services under the Mobile Network Services and Private 4G/5G Services scope defined by FIFA. This role supports the FIFA World Cup 26™.
THE POSITION
Key responsibilities include:
- Manage the delivery and lifecycle of SIM cards (post-paid, pre-paid, e-SIMs) and Mi-Fi devices for all operational users, stakeholders, and Rate Card clients.
- Ensure mobile services meet 3GPP standards and provide international roaming across Canada, Mexico, and the USA without service disruption.
- Coordinate the provision of mobile data backup connectivity and Out-Of-Band (OOB) support at Gold and Platinum class venues.
- Oversee deployment and support of Private 4G/5G networks at select venues including base stations, antennas, modems, SIMs, and spectrum licenses.
- Manage supplier performance for mobile network quality, latency, bandwidth, and coverage in accordance with service-level agreements and monitoring metrics.
- Support venue operations with mobile connectivity for broadcast, VIP tablets, PoS devices, and wireless cameras based on specific use cases per venue.
- Ensure all mobile services include real-time monitoring, incident response, and user support, including a 24/7 helpdesk interface.
- Coordinate pre-tournament SIM card distribution, activation logistics, usage policy enforcement, and end-of-event deactivation processes.
- Maintain detailed billing and usage tracking per Functional Area and user group with monthly and ad-hoc reporting.
- Collaborate with FIFA’s cybersecurity team to enforce mobile access controls and data protection protocols on all connected devices.
Education & Qualifications
- University degree in Telecommunications, Information Technology, or related field.
- Relevant industry certifications in mobile network management, wireless systems, or telecom operations are preferred.
- Minimum of 5 years of experience in mobile telecom project delivery, including SIM fleet management, mobile services integration, and event-scale deployments.
- Prior experience supporting large international events or federated environments is a strong asset.
- Familiarity with public and private cellular networks (including 5G slicing, e-SIM provisioning, and radio spectrum compliance).
- Fluent in English
- Fluent in Spanish is a plus
- Proficient in Microsoft Office Suite (Excel, Word, PowerPoint, Visio, Project)
- Familiar with telecom management tools, SIM provisioning platforms, mobile device management (MDM), and network monitoring dashboards
- Working knowledge of Wi-Fi/Mi-Fi systems, cellular network parameters, and radio spectrum considerations
- Comfortable using ticketing systems, collaboration platforms (e.g., Teams, SharePoint), and telecom analytics tools
