Description
- Lead the development, implementation, and continuous enhancement of company-wide HSSE strategies, programs, policies, and procedures aligned with regulatory requirements and industry best practices.
- Serve as a senior advisor to operational leadership on HSSE risks, compliance obligations, and safety performance initiatives.
- Ensure compliance with all applicable local, state, federal, and international maritime safety, environmental, and security regulations, including OSHA, Coast Guard, EPA, and terminal operating requirements. Storm Water Pollution Prevention Plan (SWPPP) requirements and serve as the Facility Security Officer (FSO) in accordance with applicable maritime security regulations and company security protocols.
- Develop and maintain comprehensive risk management programs, including hazard identification, risk assessments, mitigation planning, and operational audits.
- Lead investigations related to HSSE incidents, accidents, near misses, and environmental events; identify root causes and implement corrective and preventive actions.
- Analyze HSSE performance metrics and trends to drive data-informed decision-making and continuous improvement initiatives.
- Develop and oversee emergency preparedness and response plans, including drills, tabletop exercises, and crisis management coordination.
- Promote a strong safety culture through employee engagement, leadership coaching, communication programs, and HSSE training initiatives.
- Oversee contractor and vendor HSSE compliance programs to ensure adherence to company standards and regulatory requirements.
- Collaborate cross-functionally with Operations, Engineering, Human Resources, Security, and external agencies to support safe and efficient terminal operations.
- Prepare and present HSSE reports, compliance updates, audit findings, and performance metrics to executive leadership.
- Support environmental sustainability initiatives and ensure compliance with environmental management programs and reporting requirements.
- Manage HSSE budgets, resources, and strategic initiatives to support operational goals and long-term organizational objectives.
- Mentor and develop HSSE personnel to build organizational capability and succession planning.
Requirements
KNOWLEDGE SKILLS AND ABILITIES
- Extensive experience leading HSSE programs within maritime, port terminal, transportation, logistics, industrial, or heavy operational environments.
- Advanced knowledge of occupational safety, environmental compliance, maritime regulations, and security protocols.
- Strong leadership and influencing skills with the ability to build a proactive and accountable safety culture across all organizational levels.
- Demonstrated experience in incident investigation methodologies, root cause analysis, risk management, and emergency response planning.
- Strong analytical and problem-solving skills with the ability to interpret data and implement effective corrective actions.
- Excellent communication and interpersonal skills with the ability to engage employees, contractors, regulators, and executive leadership.
- Ability to manage multiple priorities and lead complex projects in a fast-paced operational environment.
- Proficiency in Microsoft Office Suite and HSSE reporting and compliance systems.
- Ability and willingness to travel domestically as needed to support terminal operations, regulatory compliance activities, audits, training initiatives, emergency response coordination, and HSSE program implementation.
REQUIRED EDUCATION AND EXPERIENCE
- Bachelor’s degree in Occupational Health & Safety, Environmental Science, Industrial Hygiene, Engineering, or a related field required.
- Minimum of 8–10 years of progressive HSSE leadership experience, preferably within maritime, port terminal, transportation, logistics, or industrial operations.
- Professional certifications such as CSP, ASP, CIH, NEBOSH, CHMM, or equivalent strongly preferred.
- Experience managing regulatory audits, compliance programs, and emergency response initiatives required.
- TWIC card eligibility required.
PHYSICAL REQUIREMENTS
- Ability to remain in a stationary position for extended periods of time
- Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards. Must have the ability to walk short distances, lift and carry small parcels, packages and other items
