Summary

The position serves as a Supervisory Budget Analyst directing comprehensive, no-year and multi-year budgetary and

financial management programs characterized by high complexity, political sensitivity, and substantial organizational

impact. This position is also responsible for the strategic formulation, justification, presentation, and execution of an

annual operating budget encompassing multiple funding streams (e.g., Direct, Reimbursable, No- Year and Multi-Year

Appropriations).

As a Supervisory Budget Analyst, you will:

  • Exercise full supervisory and managerial authority over a highly specialized team of GS-13/14 Budget Analysts and financial professionals. Translate agency-level strategic objectives into sound fiscal policies, establish long-range financial plans, and ensure absolute compliance with federal statutory requirements, including the Anti-Deficiency Act, OMB Circular A-11, and Chief Financial Officers (CFO) Act standards.
  • Oversee the development and justification of multi-billion-dollar program budgets.
  • Interpret and apply relevant budget guidance, policies, and financial standards.
  • Align competing program priorities with the agency’s long-term strategic plan
  • Develop budget narratives, reports, and briefing materials for senior leadership and external stakeholders.
  • Set performance standards, conduct formal evaluations and structure the staff’s workload, identify gaps and approve professional development and specialized training.


This position is ideal for a mid-career budget professional with experience in budget planning, execution, and financial

analysis for large-scale programs or organizations. The candidate should demonstrate strong knowledge of budgeting

principles, financial policies, regulatory guidance, and strategic resource management. The candidate should be

masterful with technical knowledge of the federal budget cycle with the elite communication and people-management

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
  • BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals. Appointment will be subject to the applicant’s successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience serving as the lead authority on compliance, internal controls, federal fiscal statutes, and formulating and executing budgetary strategies for multi-million/billion-dollar portfolios,.
  • Experience administering technical supervisory authority over a multidisciplinary team of senior financial professionals or budget analysts.
  • Experience researching and analyzing data to develop strategic alternatives for both financial and non-financial matters, while providing advice, direction, and recommendations to senior leadership on financial management, budgeting, accounting, and financial systems.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Appropriations Law and Fiscal Policy: Expert knowledge of the federal budget cycle and Congressional appropriations process, with mastery of OMB Circular A-11, the CFO Act, and the Anti-Deficiency Act to ensure absolute compliance across multi-funded portfolios.
  • Strategic Financial Formulation and Execution: Skill in building, executing, and defending macro-level, multi-year budget strategies while leveraging data modeling and financial tracking systems to mitigate long-range fiscal risks.
  • Human Capital Management: Ability to provide full administrative and technical supervision to a team of senior financial professionals (GS-13/14 equivalent), including setting performance metrics, balancing workloads, and directing HR and labor relations actions.
  • Communication and Stakeholder Engagement: Skill in synthesizing complex financial data into concise, persuasive briefings and diplomatically advising senior leadership, SES, political appointees, OMB, and Congressional staff.
  • Problem Solving and Decision-Making: Ability to operate with high autonomy to assess the fiscal impacts of changing legislation, develop compliant mitigation strategies, and make definitive financial decisions under tight deadlines.

You will receive credit for all qualifying experience, including volunteer experience.
