Summary

This position is located in the Office of Transit Safety and Oversight, Office of System Safety, Safety Policy and Promotion Division. The incumbent serves as a Program Analyst supporting the design, development, implementation and evaluation of transit safety educational content and training systems, both internally within FTA and externally for the transit industry.

Help

As a Program Analyst (Safety Promotion), you will:

  • Design professional educational products that adhere to principles of adult learning and cover a range of topics such as integration of management systems, SMS implementation planning, safety performance criteria, performance-based decision-making, and reporting of safety data or risk indicators.
  • Guide the application of instructional design theories to analyze, provide recommendations, and implement appropriate educational materials and training projects which may include virtual, face-to-face, and eLearning.
  • Assess FTA Safety training courses and course catalogs for possible revision to align with current Safety Program rules, suggest addition of new courses where needed; and evaluate FTA safety promotion offerings, training courses, and course catalogs for continual process improvement.
  • Consult with other FTA program offices and industry subject matter experts, consolidating feedback received to identify gaps in industry safety related training needs.
  • Provide support to Office Directors in interacting with internal DOT, interagency, and civic working groups and stakeholders, to address cross- cutting national transportation training issues.


The ideal candidate for this position is an analyst with experience in instructional systems design, learning management systems, communication, and training.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
  • BACKGROUND INVESTIGATION: Applicants may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience with Instructional Systems Design (ISD) methods, contemporary methods of program evaluation.
  • Experience developing, implementing, and improving instructional products such as training materials, curricula, and supporting documentation for instructor-led, online, and blended learning programs.
  • Demonstrated ability to communicate effectively and maintain relationships with internal and external partners.
  • Experience in project management principles and procedures sufficient to ensure the successful conduct and completion of assigned projects.


To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience leading and conducting various educational improvement initiatives in alignment with 21st Century teaching, learning, and evaluation methods, including assessing educational contexts, developing learning design frameworks, implementation evaluation, and impact evaluation.
  • Experience in project management principles and procedures sufficient to ensure the successful conduct and completion of assigned projects.
  • Experience communicating effectively and maintain mutually respectful relationships with internal and external partners.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Education and Training - Knowledge of teaching, training, research, making presentations, lecturing, testing, and other instructional methods.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Writing - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
  • Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
