Duties

Serving as a Civil Engineer (Structural) GS-0810-13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Design and Construction Branch within Facilities Management Division under the Mission and Readiness Support Directorate located in Glynco, Georgia.

The primary purpose of this position is to provide expert advice and guidance on agency architectural/engineering projects.

Typical Duties Include:

  • Developing procedures and instructions for determining and presenting engineering compliance data to support projects or program proposals for facilities.
  • Independently initiating, conducting, and coordinating joint studies with training customers, architectural/engineering contractors, and other agencies for design, construction, and operation and maintenance of new and existing facilities.
  • Providing professional engineering advice and direction to organizations carrying out facilities activities.
  • Initiating, conducting, and coordinating design review conferences with agency designers and Architect-Engineers, facility occupants and operators, and other interested parties, to discuss design, construction, operational, and maintenance aspects and problems

Individual Occupational Requirements - Basic Requirements:

  • Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree. To be acceptable, the program must: (1) lead to a bachelor's degree or higher in a school of engineering with at least one program accredited by
  • OR-
  • Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  • Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  • Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  • Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
  • AND-

In addition to meeting the basic education requirements, you must meet the following Specialized Experience to be considered minimally qualified for this position.

Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: 1) Preparing engineering drawings, technical specifications, and studies for the structural portion of large and/or highly complex buildings; 2) Resolving structural engineering construction and design issues encountered during the performance of facilities contracts; 3) Performing field investigations to verify and document existing structural conditions as a basis for the design of facility projects; 4) Managing the design development of engineering facilities projects with adherence to budget, schedule, and quality standards; AND 5) Reviewing facilities construction submittals for conformance to the requirements of structural engineering contract drawings/specifications.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Background Investigation: To ensure the accomplishment of our mission, the FLETC requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for suitability/fitness as a condition of placement in this non-sensitive/moderate risk position. This review may include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

Physical Demands: The work is generally sedentary. However, some physical activity is required related to site investigation in undeveloped areas as well as various areas in existing facilities (roofs, ceilings, crawl spaces, etc.) and large complex construction sites. In addition, environmental projects such as lead and asbestos abatement require special access, clothing, and breathing devices.

Work Environment: The work is performed in an office environment and at various job sites.
