Housing Financial Analyst II


General Summary:

Underwrites Affordable Housing Program (AHP) applications, primarily applications on behalf of multi-family, commercial properties, for the purpose of determining project viability, financial feasibility, and compliance with the Federal Home Loan Bank’s (FHLB) Affordable Housing Program Implementation Plan (Implementation Plan) and applicable AHP regulations and Advisory Bulletins (ABs). Reviews and analyzes disbursement requests for various programs, including the AHP, which requires additional underwriting at time of disbursement. Analyzes the performance of all projects to ensure compliance with their approved AHP application, FHLB policies and the Federal Housing Finance Agency’s (FHFA) AHP regulation and ABs. Thinks independently to present data, conclusions, and recommendations considering regulations, policies, and guidelines. Collaborates with other FHLB staff, Members and Project Sponsors, FHFA examination staff and works with a significant amount of autonomy to meet expected deadlines with minimum supervision.

Principal Duties and Responsibilities:

  • Primary responsibilities include applying general banking, residential, and commercial real estate underwriting standards to evaluate various HCI program applications, with a primary focus on AHP submissions. The AHP review process involves participating in group analyses that require comprehensive underwriting aligned with standard commercial banking guidelines, while also ensuring each application meets the FHLB’s AHP eligibility requirements, financial feasibility standards, and scoring criteria. Reviewed applications may include projects ranging from single‑family residential developments to multifamily commercial developments utilizing Low Income Housing Tax Credits.
  • Makes recommendations to department management to approve, deny or reduce the subsidy associated with an AHP application.
  • Analyzes and performs extensive due diligence for both single-family and multi-family housing development disbursement requests. Demonstrates the ability to evaluate data quickly, make decisions based on imperfect data, and works closely with stakeholders to resolve discrepancies in order to move requests forward.
    Review and evaluate project modification requests to ensure accuracy and compliance with established guidelines; identify risks, recommend adjustments, and facilitate timely approvals.
  • Participates in the administration of the FHLB’s Housing & Community Investment (HCI) programs, as needed, including its discounted Advance programs, down payment assistance programs, disaster recovery programs, etc.
  • Provides training, presentations, webinars, programmatic, and technical assistance to Members, Sponsors, non-profit housing providers, for-profit developers, consultants, FHLB employees and other customers utilizing the AHP program and other HCI programs as a part of ongoing HCI outreach efforts.
  • Identifies projects with complex regulatory, compliance and/or financial issues and reports findings. Collaborates with Members, Sponsors and project Owners to resolve compliance and/or financial issues through the development and implementation of action plans.
  • Assists in the development of tools, reports and methodologies to demonstrate the effectiveness of HCI programs on an as requested basis.
  • Analyzes monitoring/compliance reports, which may include preliminary review of project financials and conducts audits in order to verify project compliance.
  • Participates in Affordable Housing Advisory Council meetings, as requested.
  • Assists with testing of the AHP online application and related forms for accuracy and consistency with the AHP Implementation Plan.
  • Maintains and updates HCI program documentation and procedures on an annual basis and provides recommendations for changes to the AHP Implementation Plan scoring components and policies.
  • May take on a leadership role within the department by assisting HCI management with administration of one or more HCI programs.
  • Contributes to the efficiency of department by completing all duties in a timely manner and performing other duties as assigned.

Minimum Knowledge, Skills and Abilities Required:

  • Knowledge at a level normally acquired through completion of a Bachelor's Degree in accounting, finance or related field or equivalent experience is required.
  • Five years of related experience as a Housing Financial Analyst I, loan underwriter, loan originator/processor, housing developer, compliance analyst or related activity is required.
  • Intermediate to advanced analytical skills necessary to gather and interpret data and prepare reports.
  • Excellent verbal and written communications skills including interpersonal skills necessary to interact effectively and persuasively with internal and external contacts. Ability to manage sensitive and confidential information and continually demonstrate professionalism, tact and diplomacy.
  • Proficiency in public speaking required.
  • Knowledge of federal, state and local housing programs and their regulations, including the Low-Income Housing Tax Credit Program, various Housing and Urban Development programs, Appalachian Regional Commission, state housing finance agency programs in all states being served, as well as local housing funds and tax incentive programs and foundations is required.
  • Intermediate to advanced skills using Microsoft applications (CoPilot, Word, Excel, and PowerPoint), Adobe, and the ability to manage information in comprehensive databases.
  • Demonstrates interests in working with a variety of backgrounds and perspectives that align with the Bank’s core value. Promotes an environment of empathy and respect to ensure the inclusion of all team members.


Working Conditions:


Flexibility to meet tight deadlines as required. Some work outside of office environment, including some overnight travel, may be required.
