Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified.
Specialized Experience: IN ORDER TO BE DEEMED AS QUALIFIED, CANDIDATES MUST HAVE ONE YEAR OF SPECIALIZED EXPERIENCE WHICH IS EQUIVALENT TO THE GS-14 GRADE LEVEL IN THE FEDERAL SERVICE.
SPECIALIZED EXPERIENCE IS DEFINED AS:
GS-15
Experience leading the full design, development, and execution of complex processes or programs, including managing multi-step or multi-phase initiatives that require coordination across teams and stakeholders; AND
Experience managing procurement and project activities, including developing scopes of work, cost estimates, evaluation criteria, and guidance for vendors; coordinating with internal teams; and supporting the selection and oversight of contractors for high-value, mission-critical work; AND
Experience providing strategic program leadership by developing long-term plans, managing risks, setting performance goals, resolving resource and budget challenges, and planning workforce needs to meet evolving priorities; AND
Experience serving in a leadership role for complex systems prioritizing work , guiding design and user experience, and managing workflows that support operations and implementation; AND
Experience analyzing and applying policies or guidelines related to large-scale programs, including developing options, evaluating trade-offs, advising leadership on impacts, and carrying out actions to achieve program goals.

Responsibilities:
- Oversees auctions planning activities and auctions design decisions, overseeing public outreach and customer service efforts, preparing auction result analyses, and overseeing contact between contractors, IT specialists and the Division.
- Manage the development and implementation of auctions with complex design elements, such as simultaneous multi-round auctions, combinatorial clock auctions, ascending and descending multi-round actions.
- Leads projects that essential to the mission of the agency, and are typically multi-year, multi-layered highly complex initiatives that address and support FCC's reengineering of business and decision-making, and the strategic planning for technology advancements.
- Provides broad technical and administrattive control with assignments in terns of broadly defined missions or functions related to supporting policies and technical implementation of spectrum auctions and other competitive bidding programs.
- Provides guidance and mentoring to project managers in project start up including execution plan development, and project scope, schedule, and budget.
- Collaborates with division managers and procurement teams to harmonize objectives, optimize resource allocation, and address dynamically changing technical requirements throughout the distinict phases of the auction process.
