A. Education
You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.

Applicants must posses at least four years of professional law experience and at least on year must be equivalent GS-14 level in the Federal Service. For this position, specialized experience must include the following: experience working on highly complex rulemaking or policy procedures; experience reviewing and editing policy statements, position papers, and other decisional documents; and experience providing legal advice and guidance to other attorneys and specialists as it pertains to policy matters.

Responsibilities:
This position is located in the Consumer and Governmental Affairs Bureau (CGB), Consumer Policy Division (CPD). The attorney will be actively involved in rulemaking proceedings related to key consumer protection initiatives such as robocall and robotext blocking, call branding, customer service, and Know Your Customer (KYC) requirements, and the Telephone Consumer Protection Act (TCPA). These also include transparency initiatives such as the Broadband Label and other point-of-sale and billing disclosure for consumers of all services, and other facets of the Commission’s work that impact consumers. The attorney will handle matters that are technical and complex and require an ability to synthesize precedent, develop legal arguments, grasp engineering concepts, and understand telecommunications network structures.
Attorneys in the division draft a wide variety of documents including agenda items, notices of proposed rulemaking, orders, memoranda, and public notices. The coordination, research, and drafting of documents may involve complex fact patterns and present policy and decisional questions of first impression. The legal work requires research and comprehensive analysis, as well as superior drafting and communication skills. Attorneys also speak and present on behalf of the Commission at public events and draft presentations and remarks on behalf of others.
