This position is in the Federal Communications Commission, Office of the Inspector General (FCC OIG).  The Assistant Inspector General for Investigations (AIGI) is responsible for serving as a member of FCC OIG's senior leadership team and directing all investigations and proactive investigative activities relating to alleged wrongdoing, to prevent and detect fraud, waste, and abuse in connection with FCC's program and operations. 

Qualifications:

In addition to meeting the minimum qualifications, you must also demonstrate the following Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs):

Applicants seeking initial career appointment to the Senior Executive Service (SES) must clearly demonstrate the ability to meet the ECQs within their two (2) page resume (any experience exceeding 2 pages will not be reviewed).  Current or former SES members must submit an SF-50 and/or QRB Certification of ECQs to show current or former service in the SES.  OPM's Guide to the Senior Executive Services Qualifications provides detailed information on the ECQs.

ECQ 1 - Commitment to the Rule of Law and the Principles of the American Founding:  This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold Constitution and the rule of law, and commitment to serve the American people.

ECQ 2 - Driving Efficiency:  This core qualification involves the demonstrated ability to strategically and efficiently manage resources budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3 - Merit and Competence:  This core qualification  involves the demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4 - Leading People:  This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.  This includes, when necessary, the ability to lead people through change and to hold individuals accountable. 

ECQ 5 -  Achieving Results:  This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

MANDATORY TECHNICAL COMPETENCIES: All candidates must clearly demonstrate the ability to meet the Mandatory Technical Qualifications within their two (2) page resume (any experience exceeding 2 pages will not be reviewed).

MTQ 1 - Leadership of Complex Investigations in a Regulatory or Oversight Environment

Demonstrated executive-level experience directing complex criminal, civil, and administrative investigations involving fraud, waste, and abuse against federal programs, regulatory compliance, conflicts of interests, and whistleblower retaliation. Experience overseeing OIG investigations related to fraud, theft, antitrust violations, and other misconduct against federal financial assistance programs (to include subsidies, loans, contracts, and grants) is highly desirable. Ability to supervise investigative staff, coordinate with prosecutors and law enforcement partners, manage high-visibility matters, and brief an Inspector General or senior leadership on investigative findings and risk mitigation strategies is required.

MTQ 2 – Investigations Involving Complex Fraud, Money Laundering, and/or National Security

Demonstrated knowledge of and experience in overseeing or supporting investigations involving complex fraud schemes, money laundering, and or national security.  Experience coordinating with federal law enforcement or national security partners is required. 

MTQ 3 – Strategic Management of an Investigative Program within an OIG Environment

Demonstrated knowledge of the mission and goals of an Office of Inspector General and demonstrated ability to provide strategic leadership and operational oversight of an investigative program within an Office of Inspector General or comparable oversight organization.  Experience developing and implementing investigative policies, ensuring compliance with the Inspector General Act and applicable federal and CIGIE standards, managing resources and budget execution, and implementing internal controls and quality assurance mechanisms is required.  Proven ability to communicate complex investigative matters to high level internal and external stakeholders with sound judgement and integrity is a requirement.
