Our start as a grassroots, small group of committed individuals began in 1986. We have expanded and grown to an increasingly bold and empowered agency that advocates for change while supporting survivors in Orange and Sullivan Counties in NY.

We do this through education, prevention, advocacy, and providing comprehensive services, including shelter, to victims and survivors of interpersonal violence, human trafficking, sexual violence, and other types of crime victimization.

WHAT YOU'LL DO
As the Director of Residential Shelter Services, you will lead the Residential Services program, fostering a supportive, collaborative environment for both survivors and staff. In this role, you will guide a team of dedicated advocates to provide trauma-informed care that ensures the safety, empowerment, and healing of survivors of domestic violence, sexual violence, and human trafficking. Overseeing daily shelter operations and client services, you will ensure personalized, mission-aligned support for every client. With responsibility for site safety, regulatory compliance, staff development, and program effectiveness, you will cultivate a respectful workplace culture that empowers both survivors and employees to thrive with dignity and resilience.

WHAT YOU'LL BRING ALONG
Bachelors degree in Human Services, Psychology, Counseling, Public Administration, or a related field; a Masters degree is preferred.
Minimum of five years experience in a leadership role within a residential or human/social service setting, or demonstrated progressive leadership responsibilities.
Valid Driver's License, Auto Insurance, and reliable transportation to travel between the agency's office sites and other locations throughout the service region.
Physical demands include but are not limited to long periods of sitting, standing, walking, driving, lifting up to 50 pounds, and navigating stairs.

ADDITIONAL MUST-HAVE REQUIREMENTS
Technical Proficiency: Skilled in Microsoft Office, including Word, Excel, and PowerPoint, with the ability to learn and navigate client management systems.
Direct Service Experience: Experience working with survivors of domestic violence or other vulnerable populations, with a strong foundation in trauma-informed, client-centered practices.
Crisis Management & Decision-Making: Strong judgment and problem-solving skills, with the ability to assess situations quickly and make sound, timely decisions in a crisis-driven environment.
Communication & Collaboration: Excellent written and verbal communication skills, with the ability to tailor messages for diverse audiences, including clients, staff, and external partners.
Culturally Competent & Inclusion: Experience working with diverse populations, with a deep understanding of cultural differences, domestic violence dynamics, and empowerment-based practices.
Case Management & Advocacy: Demonstrated expertise in crisis intervention, safety planning, and case management, ensuring survivors receive comprehensive, trauma-responsive support.
Mission Alignment: Commitment to feminist and anti-oppression principles, actively supporting the agencys mission to empower survivors and advance social change.

POSITION CLASSIFICATION, COMPENSATION, AND SCHEDULE
POSITION TITLE: Director of Residential Services Program
REPORTS TO: Associate Director
CLASSIFICATION: Full-Time, Exempt
PAY TYPE: Salary, Annual $75,000 - $78,000
PRIMARY WORKSITE: Confidential, Orange County
TRAVEL REQUIREMENTS: Youll be expected to travel, as needed, between the agency's office sites and other locations throughout the service region.
WORK HOURS: Primarily Monday through Friday, flexible around evenings, weekends, and holidays required.
ON-CALL REQUIREMENTS: Must be available for rotating On-Call shift assignments.

KEY PERFORMANCE AREAS & RESPONSIBILITIES
Leadership & Administrative
Program Oversight & Coordination: Oversee daily shelter operations, service coordination, and staff training in partnership with the Residential Services Program Manager, ensuring high-quality, trauma-informed care. Collaborate with agency leadership to implement and manage essential program functions, including policy development, recruitment, interviewing, hiring, and orientation of staff, volunteers, and interns.
Policy & Best Practices Development: Develop, review, and implement program policies, procedures, and best practices to align with organizational values and program goals.
Staff Supervision & Development: Provide regular supervision to staff, offering coaching, mentorship, and learning opportunities, and responsibilities aligned with individual strengths and development goals to foster team and program success.
Data Management & Reporting: Collect, analyze, and maintain program data to support informed decision-making, ensure compliance with reporting requirements, and communicate impact to stakeholders.
Collaboration & Engagement: Work closely with leadership and other departments to advance shared goals. Lead program-specific meetings and actively contribute to agency-wide discussions.
Training & Professional Development: Stay current on best practices and industry trends, ensuring staff receive ongoing professional development, certifications, and training. Ensure all staff members are trained in trauma-informed and culturally sensitive care, with a focus on safety and empowerment for survivors.
Staffing & Scheduling: Manage the coordination and communication of staffing coverage and schedules to maintain shelter operations and 24-hour crisis hotline services without disruption.
On-Call Support: Provide on-call assistance to residential staff outside of business hours on a rotating schedule, offering remote and in-person support as needed.
Agency Initiatives & Events: Plan and participate in awareness campaigns, client-focused events, and community engagement activities that promote the organizations mission. Represent the organization at community meetings, coalitions, and public events to build relationships and advocate for survivor needs.
Inclusive Work Environment: Foster a workplace culture that values inclusion, respect, and alignment with the organizations anti-oppression framework.
Residential Safety Compliance: Ensure safety standards and compliance with state and local regulations, collaborating with the Operations Director to maintain facility standards and regulatory adherence.
Grant Management & Reporting: Partner with Senior Leadership and Finance to prepare grant applications, reports, and budgets, ensuring compliance with funding requirements and monitoring program outcomes. Coordinate with Residential Services Program Manager to compile accurate statistical collection, assigned reporting, and grant applications.
Grant Proposal Support: Assist in writing grant proposals that support existing and expanding shelter programs.
Financial & Resource Management: Oversee petty cash, tracking program expenses, and ensuring the proper use of funds, with a focus on compliance with agency purchasing policies.
Database Management & Training: Assist with the training, maintenance, and management of the client database program.
Program Assessment & Resource Management: Continuously assess program resources and capabilities, identifying areas for improvement. Work closely with leadership to secure necessary funding and expand services.

Advocacy & Program
Crisis Intervention & Client Support: Facilitate and support crisis intervention, safety planning, and case management, ensuring survivors receive comprehensive, trauma-responsive support. Deliver culturally responsive, trauma-informed services, including assessments, safety planning, crisis intervention, advocacy, follow-ups, and referrals. Assist clients with filing for N.Y.S. Office of Victim Services (OVS) compensation and serve as a liaison with OVS.
Access to Support Services: Facilitate access to crisis intervention/counseling, legal aid, medical care, and housing assistance. Regularly follow up with case managers on client progress.
Intake & Case Management Oversight: Oversee intake, assessment, and case management processes, ensuring each resident has a personalized care plan. Ensure accurate records of resident progress and service provision are maintained, adhering to confidentiality and data security guidelines.
Program Partnerships: Oversee all aspects of the Residential Services Program partnership with HONOR EHG, specifically supporting Housing First and Rapid Rehousing programs.
Group Facilitation & Community Building: Coordinate staff to organize and lead support groups, skill-building workshops, and recreational activities that foster community and healing.
Partnership Development: Establish and maintain partnerships with local service providers, government agencies, and community organizations to enhance resources available to survivors.
Residential Licensing Compliance: Ensure compliance with local, state, and federal regulations, including shelter licensing, client confidentiality, and safety protocols. Work with licensing state agencies to maintain certification and renewal.
Program Reporting: Prepare, review, and submit required reports to funding agencies, tracking resident demographics, service utilization, and outcomes.
Program Expense Tracking: Track grant requirements, expenses, and outcomes to ensure proper fund use, providing financial updates as necessary.
Cross-Program Collaboration: Liaise with other Program Directors to ensure effective communication and information sharing, increasing advocacy impact.
Audit & Documentation Review: Conduct audits of client files and program documentation to ensure accuracy and compliance with agency funding standards.
Facility & Household Management: Oversee inventory and organization of food, household goods, and essential suppliesincluding cookware, linens, cleaning products, and personal hygiene itemsto ensure residents have access to necessary resources for daily living. Coordinate supply orders and purchasing based on the needs of the residential services program, adhering to agency funding guidelines and budget constraints. Lead a weekly community living group for shelter residents, covering meal planning, household responsibilities, communal living dynamics, fire safety, universal precautions, nutrition, and meal preparation to foster a safe and supportive living environment.
Other Duties: Remain flexible and responsive to changes in responsibilities, as assigned by supervisors.

Worksite Safety & Security
Facility Safety & Maintenance: Ensure a clean, safe environment for clients and staff by addressing maintenance needs promptly and ensuring compliance with State and local regulations. Collaborate with the Director of Facilities and IT Systems to maintain high safety standards and resolve facility issues.
Safety & Confidentiality Protocols: Ensure adherence to safety protocols regarding vendor site visits, visitors, and any external interactions. Uphold strict confidentiality and privacy standards, safeguarding staff and clients by preventing any risks to safety or breaches of sensitive information. Ensure all suspected cases of child abuse and neglect are reported following the NYS-Mandated Reporter's law.
Data Security & Confidentiality: Adhere to and uphold the confidentiality and data security guidelines, ensuring compliance with agency policies regarding the protection of client service records. Exceptions include information about child abuse, danger to self or others, or in response to an authorized release of information.
