Primary Purpose of the Organization:

The Division of Facilities Management functions to design, conduct, maintain, and operate the University’s physical facilities. The department’s number one objective is to provide and maintain facilities that enhance and support the University’s mission and academic goals. The approach is centred upon providing a superior level of customer service. The department is one of several units under the Vice Chancellor of Enterprise Operations. The Associate Vice Chancellor manages the department and works with the Director of Administration & Budget, the Director of Planning, Design & Construction, the Director of Operations, and five Supervisors.

Primary Purpose of the Position:

The Chemical Hygiene Officer ( CHO ) is responsible for the development, implementation, and oversight of the university’s Chemical Hygiene Plan ( CHP ) and associated laboratory safety programs. The CHO ensures compliance with OSHA Laboratory Standard (29 CFR 1910.1450), EPA , NFPA , and other applicable federal, state, and local regulations governing the safe procurement, storage, use, and disposal of hazardous chemicals on campus. This role serves as the primary resource for faculty, staff, and students regarding laboratory safety and chemical management. It works closely with academic departments, Facilities, and campus leadership to promote a culture of safety in all teaching and research laboratories. This essential position analyzes work environments at the University to design and implement programs to control, eliminate, and prevent disease, injury, and environmental impacts caused by chemical, physical, radiological, and biological agents, ergonomic factors, and other factors. Work will involve risk analysis, environmental program management, fire safety, industrial hygiene, emergency preparedness, and other related programs. This position will provide oversight of hazardous materials (including disposal) for all academic laboratory spaces. Responsibilities will now include chemical inventory management, chemical hygiene plan oversight, as well as dangerous waste coordination.

Minimum Education and Experience Requirements:

Graduation from a four year college or university with a Bachelor’s degree in a physical science, biological science, environmental science/engineering, occupational safety, industrial technology or closely related discipline; or an equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Knowledge skills and abilities:

Professional and Program Knowledge:

Strong understanding of OSHA Laboratory Standard (29 CFR 1910.1450), Hazard Communication (29 CFR 1910.1200), and EPA hazardous waste regulations ( RCRA ). Familiarity with NFPA codes, ANSI standards, DOT hazardous materials requirements, and applicable state/local regulations. Knowledge of chemical properties, toxicology, laboratory operations, and risk assessment methodologies. Ability to serve as the campus subject-matter expert on chemical hygiene and laboratory safety.

Program Monitoring and Administration:

Skilled in developing, implementing, and maintaining safety programs and policies (e.g., Chemical Hygiene Plan, chemical inventory systems). Ability to conduct and document laboratory inspections, compliance audits, and risk assessments. Competence in analyzing data, identifying systemic issues, and preparing reports for internal leadership and regulatory agencies. Strong organizational and administrative skills to manage multiple projects, deadlines, and compliance records.

Training and Education:

Ability to design, develop, and deliver effective training programs for faculty, staff, and students. Proficiency in tailoring training to diverse audiences with varying levels of technical expertise. Knowledge of adult learning principles and educational strategies for laboratory safety. Commitment to fostering a proactive culture of safety through mentorship and continuous education.

Safety and Health Compliance:

Experience overseeing the proper use, storage, and disposal of hazardous chemicals. Ability to evaluate laboratory hazards and recommend engineering, administrative, and PPE controls. Competence in emergency response, including chemical spills, exposures, and coordination with external responders. Knowledge of incident investigation techniques and root cause analysis for laboratory accidents.

Communication Skills:

Strong written and verbal communication skills, with the ability to translate complex safety requirements into clear guidance. Proven ability to collaborate effectively with faculty, staff, students, contractors, and regulatory agencies. Skilled in preparing compliance reports, inspection summaries, and safety communications for broad audiences. Ability to influence behavior and promote a culture of safety through engagement, transparency, and trust.

Preferred Qualifications:

  • Master’s degree in Chemistry, Public Health, Environmental Science, or related field.
  • Experience in a higher education setting.
  • Experience working with a State or Government agency.
  • Certified Chemical Hygiene Officer ( NRCC CHO ), Certified Safety Professional, HAZWOPER , or similar professional certification.
