SUMMARY OF RESPONSIBILITIES: This class is responsible for performing Lead Worker responsibilities in the maintenance, repair, installation, replacement of meters and related structures. Responsibilities include but are not limited to installing, maintaining and on site repairs of meters; equal to or larger than 1 ½ inch, hydrant meters, deduct meters and supporting structures; troubleshooting and repairing and diagnosing parts and equipment; performing plumbing work to install and repair pipes and valves; ensuring projects are completed in accordance with standard specifications; ensuring that all required material and equipment are transported to the job site; identifying and locating problems and determining appropriate remediation methods; using laptop to access GIS drawings; assisting field service technicians with escalated orders involving access, animal and customer situations; answering basic install and location questions; reading and interpreting work orders; prioritizing work; maintaining records; preparing and submitting reports as required; working meter change out program; locating hard to find meters; investigating meters involving high consumption; utilizing handheld device to troubleshoot meters and correcting programming issues; training and educating others; interacting with customers and general public to address and resolve concerns; providing notification of outages and scheduling work. Operates independently under general supervision of designated supervisor in accordance with established policies and procedures. Extended hours, and on call/call back availability may be required. Work hours subject to change. Performs related work as required EQUIPMENT OPERATED: Computer, MDT, vehicle, telephone, crane, grinder, various saws, impact wench, water meter tester, auger, gasifier, metal detector, shovels, picks, wrenches, hand tools, drills, slug puller, meter key, generator, torch, shovel, ,mobile telephone, AMI programming device, voltage detector and other equipment, as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES. Thorough knowledge of safety rules, regulations, and procedures; good knowledge of street layout and meter locations in the service area; good knowledge of the Commission’s polices regarding utilities, field services, procedures and processes; thorough skill in the use and maintenance of tools, equipment and supplies used in field services work; thorough skill in removing and replacing all meter types and sizes; skill in detecting meter tampering and utility consumption irregularities; ability to train others in assigned work; ability to determine if meters are operational; ability to read and record meter readings with a greater than 99.5% accuracy; ability to work independently; ability to maintain and retain records of work activities; ability to communicate effectively orally, writing, ability to develop and maintain courteous and effective working relationship with the general public, builders, contractors, and all levels of employees; good knowledge of confined space entry rules; skill in crane operation; understanding of valves, bypasses and backflows; knowledge of PWC hydrant meter procedures; understanding of construction policies, processes and procedures regarding vault work and scheduling of assignments.
MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high school equivalency diploma, and a minimum of two (2) years of experience in utility field services work.
SPECIAL REQUIREMENTS: Must possess/maintain a valid North Carolina Driver’s License.
PHYSICAL REQUIREMENTS: Must be able to perform the essential functions of the position.
SAFETY HAZARDS: Electric current, inclement weather, insects, and loose animals.
PROTECTIVE EQUIPMENT: As required in the Public Works Commission’s Safety Manual.
