Join Our Team! The purpose of the Program Support Assistant position is to provide administrative, clerical, & technical support for Prosthetics and Sensory Aids program. The position serves as a point of contact on behalf of the HBPC program for the assigned location. This position is located within the Veterans Health Administration in Wilmington NC.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/01/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS04 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS05 position you must have served 52 weeks at the GS04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combinations of successfully completed graduate-level education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level.
NOTE: The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. If you select this option, you must submit a copy of your transcript with your application. Education cannot be credited

GS 05
One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: knowledge and proficiency of complex medical terminology specifically related to anatomic pathology and clinical diagnoses. Knowledge and skill in the use of computer equipment with a wide variety of software such as Word, Excel, PowerPoint, Outlook, Access, VHA, and VA databases to extract and organize data, produce reports, and to prepare a variety of specific working documents and forms. Ability to perform complex medical transcription that involves specialized terminology dictated by several individuals and/or skill in transcribing material involving non-specialized terminology such as live conferences, teleconferences, or similar proceedings when an accurate recording is required.

Physical Requirements: The work is mostly sedentary. Duties may require obtaining supplies from facility offices as required. The employee sits comfortably to do the work assignments. At times, there may be some walking, standing, bending, carrying light items, e.g., papers, books, files, etc. No special physical demands are required to perform the work.
