BASIC FUNCTION
The Billing Manager position supports the efforts of the Accounting Area in overseeing the premium billing operations of FBHP. The Billing Manager will manage the Billing team, coordinate member notifications for premium rate adjustments and work with print vendors to ensure timely mailing of member premium notices and have a thorough understanding of each health and dental plan contract.

GENERAL RESPONSIBILITIES
The Billing Manager position is responsible managing the Billing Department team members in order to timely process billing transactions including collection of premiums, processing member requested changes such as bank account changes, and provide exceptional customer service to members, county office representatives, regional service representatives, FBHP call center team members and others. The Billing Manager will have a thorough understanding of each health and dental plan contract and apply this knowledge to assist the billing associates with member service or processing transactions. In addition, the Billing Manager is responsible for the following:
- Identifying vendors for printing member premium notifications
- Maintaining the project plan for general premium adjustments
- Maintaining the letter templates for billing notifications including dependents aging off of a contract and reminder letters for premiums due
- Overseeing the billing policies and procedures handbook updates
- Maintaining the forms needed for billing changes such as the ACH authorization form
- Identifying and implementing efficiencies in billing processes
- Preparing reports for Corporate Attendance for the Management team
- Communicating with county service representatives
- Communicating with regional service representatives
- Communicating with members
- Providing resources to billing department associates for training needs including software
- Mentoring billing department associates in order to achieve professional growth
- Coaching billing department associates in the Service Excellence Program
- Verifying rate information in Facets (premium collection system) for future rate changes
- Leading or assisting with special projects as needed
QUALIFICATIONS
Education: Bachelor’s Degree in Science, Finance, Business Administration, Health Care or related field
Work Experience: 5 years in accounts receivable and 1 year of supervisory experience
