This position is assigned to Engineering Service at the Fargo VA Health Care System (VA HCS) in Fargo, ND. This position primarily conducts duties at the Fargo VA Health Care System, but at times will be required to travel to other locations within the Fargo VA HCS, other VA Health Care Systems, Vet Centers and Community Based Outpatient Clinics.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. Related experience includes: operate, inspect and troubleshoot wheel loader, skid steer, tractors with front bucket and rear blade, forklift, dump truck used to push, pull, pile or load materials such as sand, snow, gravel, earth, or refuse. Operate vans, cars, dual purpose vehicle, cargo trucks, gas power lawn mowers, weed trimmers and chain saws.

SCREEN-OUT ELEMENT: Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Heavy physical effort is used by the operators in constantly reaching, bending, turning, and moving hands, arms, feet and legs to handle different sets of controls to operate the equipment and attachments. Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. Strength is required in snow removal, loading and unloading of cargo, transferring patients i a litter, and making emergency repairs. Operator must be able to lift 75 pounds.

Working Conditions: Incumbent will operate vehicles in all types of weather conditions. Operators will be outside in extreme heat and cold.
When transferring patients, there is the possibility of exposure to infectious disease.

The operators are subject to noise, dust, dirt and fumes from the motor and exhaust. Duties will be subject to the possibility of trips, falls, scrapes, cuts, bruises, or injury from the use of equipment. All types of Personal Protective Equipment (PPE) may be required.

Responsibilities:

Major duties include:
  • Operate one or more types of heavy equipment to push, pull, pile or load materials, such as sand, snow, gravel, earth, or refuse.
  • Use equipment which is fitted with a front-end loader to maneuver to a specific spot to transfer material into a dump truck.
  • Operate wheel loader, skid steer, tractors with front bucket and rear blade, fork lift, dump truck, street sweeper, vans, cars, dual purpose vehicle (16 passenger), cargo trucks, gas power lawn mowers, weed trimmers, and chain saws.
  • Assist with driving patient transport and/or related deliveries.
  • Conduct ground maintenance includes landscaping, shoveling dirt, shoveling snow, mowing the lawn, planting, weeding, and tree trimming.
  • Conduct before and after operation checks, make minor repairs, and/or adjustments to equipment.
  • Perform preventative maintenance at recommended schedules to ensure the equipment condition is in good working order and safe to operate.
