Job Description
The VP for Ethics and Investigations is a Vice President position reporting to the Chief Compliance Officer with a dotted line to the Audit Committee. This individual will be responsible for overseeing Fannie Mae’s Ethics program and Investigations team and helping to drive a culture of ethics and accountability.

The VP, Ethics & Investigations role will offer you the flexibility to make each day your own, while working alongside people who care so that you can deliver on the following responsibilities:
Lead company's Ethics function; provide oversight and expert advice to ensure appropriate development, interpretation, and implementation of ethics strategies, policies, and programs. Responsible for fostering an ethical culture at the company.
Develop, oversee, and implement the Code of Conduct and relevant ethics-related policies and procedures. Oversee all strategic initiatives and program activities related to these governance documents, with the goal of fostering adoption and support of an ethical culture at the company.
Develop and implement appropriate training for employees, contractors, and others on Code of Conduct and ethics issues. Strategize on most effective communication mediums and utilize several different approaches to ensure comprehension of important themes. Track and report on results, and constantly seek ways to improve and enhance training efforts.
Work with senior management to establish a “tone at the top” that reflects the Fannie Mae's commitment to ethical conduct and compliance in all aspects of operations. Analyze and report on the status of the company's ethical culture. Identify emerging risk trends and develop strategies for addressing them.
Lead internal Investigations function; oversee investigations of Code of Conduct and policy violation allegations raised by employees, contractors, and other internal and external stakeholders. Ensure investigations are conducted consistently, fairly and objectively.
Exercise judgment in determining what matters to investigate and in determining appropriate remediation for violations found. Ensure complete, accurate and objective documentation of investigations findings are produced. Supervise and manage external investigators retained to review matters. Use influencing and communication skills to share findings and discuss Investigations remediation with senior management, Legal and Human Resources personnel.
Develop and implement relevant strategies for effectively managing Investigations matters. Formulate goals, objectives, and timelines for matters. Develop and implement relevant metrics for success and develop reporting on Investigations matters for the Board and senior management.
Develop strategies to communicate and improve Investigations functions, and improve service levels (e.g., timeliness of response). Collaborate effectively with officers across the company that matters are addressed effectively, and risk to the company is minimized.
Provide leadership, guidance, and support to diverse team of Ethics and Investigations professionals.
Is responsible for managing the company's Ethics hotline; establish methodologies to ensure consistent, fair, and objective handling of inquiries and allegations raised.
Oversee company's conflict of interest program; establish strategies and methodologies for intake and resolution of conflict of interest matters in a timely and objective manner.
Qualifications
THE EXPERIENCE YOU BRING TO THE TEAM
10 years of relevant experience required; 15 years preferred.
7 years of management/leadership experience required; 10 years preferred.
Bachelor’s degree required, Master’s degree highly preferred.
Experience in effective investigation techniques, including methods for gathering evidence, conducting interviews, and reaching a conclusion that aligns with applicable facts.
Strong familiarity with potential legal issues (e.g., EEOC matters, fraud, SOX) that might be implicated in investigations and ability to utilize judgment in managing same and mitigating risk for the company.
Demonstrated ability to draft concise, logical decisions summarizing Investigations findings.
Demonstrated understanding of ethical and compliance requirements applicable to large organizations, specifically financial institutions.
Strong skills in developing compliance-related programs; including creating, implementing, and revising methodologies, processes, metrics, and reporting.
Strong human capital experience especially in the areas of hiring, promoting, rewarding, retaining, and motivating team members; proven ability to manage high skilled professionals effectively.
High level of integrity and discretion, given sensitive nature of position.
Strong interpersonal and communication skills; the ability to write well and communicate with executive population.
