I. SUMMARY OF POSITION:

Responsible for overseeing long and short-range system planning design, distribution inspection, transmission, generation, substations and other facilities.  Oversees metering, material purchases, system planning, design, and reliability.   Is responsible to insure adequate and dependable electric service to the consumers of the Cooperative.

II. DUTIES AND ACCOUNTABILITIES (End Results Expected):


  1. Selects or recommends the appointment and/or termination of all personnel under his/her supervision in accordance with an approved organization plan.
  2. Appraises job performance of members of his/her staff and recommends changes in wages and status in accordance with approved wage and salary program.
  3. Counsels and advises with immediate subordinates making certain each one understand, accepts, is qualified, and equipped to assume his/her responsibilities and duties.
  4. Develops team spirit and enthusiasm in his/her department by recognition of accomplishments and the importance of individual efforts.
  5. Approves time sheets including vacation schedules and sick leave for members of his/her department.
  6. Participates in administrative and staff meetings, advising and passing along information to other members of the group.
  7. Communicates with department personnel on matters of engineering applications to system design, work orders and the GIS system.
  8. Develops and recommends to the General Manager an annual work plan and operating budget, including capital needs for his/her department, and monitors departmental activities in relation to the approved budget, work plans and Cooperative policies. 

    DUTIES AND ACCOUNTABLITIES (Continued):
  9. Is responsible for the analysis of the existing system helping to determine necessary changes, improvements and the costs involved with these activities.
  10. Maintains familiarity with Cooperative policies, terms and conditions of service, rates, and other rules, regulations and approved practices; particularly where such pertain to engineering activities.  
  11. Reviews and does research on system design and changing system requirements, recommending appropriate action to the General Manager.
  12. Analyses and determines the capability, adequacy and condition of the existing system to meet expected load growth and specifies any necessary construction, improvements or corrections and the timing of such.
  13. Reviews operating problems of the system; determining any changes necessary to correct these problems and specifies such changes and the timing thereof.
  14. Plans development of new territories including cost and the feasibility of construction.
  15. Prepares and negotiates contracts for industrial and other large power loads.
  16. Conducts research and techniques, practices and new materials and equipment on a continuous basis to provide for more efficient operation of the electrical system.
  17. Maintains contact with material and equipment manufacturers and suppliers to gain familiarity with new products, methods and techniques.
  18. Approves annual system work plan, long range engineering plans and other studies prepared by his/her staff.
  19. Coordinates plans with the Operations Manager and the Office Manager.
  20. Supervises the design of system improvement projects outlined in long range and annual work programs as assigned. 
  21. Assists in the operations and maintenance of the transmission system.
  22. Assists with the inspection of system equipment for proper operation and application.
  23. Supervises the Cooperative efforts in the preparation of the BPA 10 year load forecast.
  24. Supervises the layout and design of the new construction and system improvements. 
  25. Supervises technical engineering studies including but not limited to voltage drop, load management, curtailment, economic conductor selection, and environmental analysis, Power Requirement Study, and Irrigation Study.
  26. Directs the purchase of all materials, equipment, and supplies used in the construction and operation of the system. 
  27. Assists, when necessary, in performing survey work required for system extensions and improvements and prepares associated construction order, easements, or agreements.
  28. Participates in courses and special meetings to improve technical skills.
  29. Regularly provides the areas with proper instruction for operation and maintenance of the distribution lines and system substations.
  30. Supervises the development of engineering design standards and specifications for construction, operations, and maintenance of system facilities.
  31. Implements necessary system improvements and changes as shown by appropriate technical studies.
  32. Observes all safety rules and regulations adopted by the Cooperative, promotes safe working practices, insisting on strict observance of the Cooperative’s safety rules and regulations by all members of his/her department.
  33. Performs related duties as assigned.      



    III. AUTHORITIES:

    1. The Manager of Engineering shall have full authority to carry out the duties and responsibilities of this position in conformity with established policies and procedures.    

    2. Should remember that he/she is accountable to supervisor and the management of the Cooperative for the efficient performance of these responsibilities and that, although some of the responsibility may be delegated or assigned to another person, the accountability cannot be. 
    3. Is encouraged to use initiative and judgment in making decisions, remembering that the Cooperative’s best interest can be affected by his/her actions.  Should feel free to make suggestions for the improvement of operations and efficiency.
    4. Shall secure approval of the General or the Assistant Manager in making decisions when policies are not clear or adequate, or require interpretation.
    5. The position of Engineering Manager is a bonafide “Executive” position under the provisions of the Fair Labor Standards Act, and is considered to be an exempt position in relation to wage and hour regulations.


    IV. INTERPERSONAL SKILLS:

    Must possess excellent interpersonal skills.  Will be required to work closely with all personnel from management to subordinates.  

     
    IV. COMMUNICATIONS:

    ORAL: Must possess good communicative skills to effectively express ones self to all levels of employees. Must be able to give clear and concise directions. 
    WRITTEN: Ability to communicate knowledge and ideas with clearness, effectiveness, and ease.


    V. SCHEDULING AND PLANNING:

    Must be self-motivated and able to motivate others to ensure deadlines are met, projects are followed through and multiple tasks are done simultaneously. Must be able to prioritize, and plan to ensure tasks are completed on a timely basis.


    VI. BASIC JOB REQUIREMENTS:

    EDUCATION: Requires a college degree from an accredited four-year institution or has been successful in filling the position of Engineering Manager. EXPERIENCE: Supervisory experience and five or more years of experience in the industry.


    OTHER SKILLS:


    Possess a valid Idaho Drivers License


    VII. EQUIPMENT OPERATED: 

    Office equipment including; telephone, calculator, personal and lap-top computer and software, other engineering equipment as required. 


    VIII. WORKING ENVIRONMENT: 

    Office and field environment.
