Position Summary
Provides Medical Education Training Center (METC) staff and faculty in areas pertaining to Continuous Process Improvement (CPI), strategy implementation, external coordination, process development and operational guidance. Responsible for the coordination and implementation of CPI capability. Collect, analyze, and evaluate data, processes, procedures and make recommendations based upon quality management tools and methodology. Develop processes to determine the effectiveness of current operational activities, examines problem areas and develops solutions. Establish an enterprise-wide Management Internal Control Program (MICP) IAW DoDI 5010.40. Produce and format a multitude of metrics that will impact the organization’s outcomes, goals, objectives and strategic plan. Provide graphical data to demonstrate trends and other statistical data to user-level as well as senior executives. Evaluate and recommend performance measures for METC. Provide support to develop business case analysis for project improvement initiatives. Make recommendations that will provide ongoing improvements to the organization. Implement approved recommendations with the creation of live, real-time dashboards. Analyze metrics to identify areas of concern. Monitor service specific internal and external events affecting students, staff, and faculty performance. Able to maintain and leverage data to build business cases for analysis for improvement initiatives. Provide trend analysis and be proactive in identifying future problems and recommending risk mitigation strategies.
Duties and Responsibilities
* Advise and support METC Commandant, Chief of Staff, Director for Administration, and Dean of Academic Affairs on methods to improve issues of quality relative to operations and risk mitigation.
* Support all functional areas in the organization, provide quality operational performance analysis, and support planning and CPI guidance.
* Develop METC specific processes, procedures and standards to codify enterprise-wide programs, projects and initiatives.
* Lead and act as the facilitator of Lean Six Sigma (LSS) projects and complete CPI initiatives using the Define, Measure, Analyze, Improve and Control (DMAIC) and various other LSS and CPI methodologies and tools.
* Manage development of business case analysis for projects supporting METC strategic planning initiatives.
* Develop process to prepare, track, coordinate and publish operation orders, operation plans, policies, operating instructions and standard operating procedures.
* Monitor service specific internal and external events affecting students, staff and faculty. Able to maintain and leverage data to build business cases for analysis.
* Train staff and faculty in the area of process improvement to enhance processes and operations across the organization.
* Develop processes for risk mitigation, assessments, delivery and management to combine daily operational functions, CPI, strategic initiatives and business cases.
* Monthly report.
* Other duties as assigned.
Education and Experience
* Bachelor’s Degree or higher
* Minimum of five (5) years’ experience in DoD requirements and business processes, extensive analytical skills and process improvements to include Lean Six Sigma.
Knowledge, Skills, and Abilities
* Excellent written and oral communications and presentations skills and are capable of learning and utilizing current and emerging military and commercial technology.
* Knowledgeable of instructional techniques and training methodologies that will enable the development, implementation, evaluations, and revision of training programs.
* Basic knowledge of computer equipment and the assigned area of system software.
* Able to articulate strong understanding of and relates execution experience demonstrating the importance of precision, accuracy, and traceability of performance improvement across the enterprise.
* Proficient in the latest versions of Microsoft Visio in addition to the basic Microsoft Office Suite (Word, Excel and PowerPoint), and proficient in the use of Microsoft SharePoint and Project.
Training Requirements: DHA/METC initial and annual training requirements, and comply with all DHA/METC policies, procedures, productivity standards and instructions as provided.

Physical Demands: Withstand prolonged periods of standing, ability to sit in meetings for long periods of time; ability to use personal computer for long periods of time. May occasionally lift and/or move up to 35 pounds.

Work Environment: Most of time spent in an office setting. Some time may be spent interacting with employees and government personnel – military and civil servants.
