Provides provide Faculty Credentialing support in academic and formal education counseling services. The performance of these duties requires full professional knowledge of the theories, principles and techniques of general educational guidance and counseling, professional knowledge, of remedial, secondary, and post-secondary education, knowledge of Military Occupation Specialty codes, Navy Enlisted Classification codes and Air Force Specialty Codes and other military training and professional organizations in the education and guidance fields. The Education Services program provides academic and education counseling services to all active duty and civilian instructors assigned to Medical Education and Training Campus (METC) and Defense Medical Readiness Training Institute (DMRI). Provide professional academic and education counseling services. Interview and compile personal and academic histories; review secondary and post-secondary educational transcripts. Assist in establishing realistic educational and vocational goals. Advise individuals on availability of basic skills education and course selection. Prepare and review degree plans. Provide advisement and enrollment assistance on all educational services available on the installation, through distance education, or in the local community. Thoroughly research available information on financial aid programs including grants, scholarships, tuition assistance, or Veterans Affairs benefit programs, to ensure all opportunities have been considered. Consult with the Faculty Manager Supervisor on all matters relating to providing academic and educational services to METC and DMRTI staff. This will include all aspects of the METC educational services program to include the organization, administration, review, development, analysis, and general effectiveness of the program. Consistently evaluate overall program effectiveness by sampling instructor and organization needs, validating suggestions and complaints, examining drop-out rates and enrollment trends. Assess program progress to identify strengths and weaknesses and note trends in program management while keeping Faculty Manager Supervisor apprised of the findings. Determine means for improving existing programs. Confer with service component representatives on tuition assistance, grants, and other financial programs to meet instructor needs. Analyze, review and interpret statistical data compiled from special or recurring educational service reports and needs assessments to determine whether assigned objectives have been obtained. Serve as the METC and DMRTI technical expert for Community College of the Air Force (CCAF) and College of Allied Health Services (CAHS). Maintain contact with CCAF and CAHS personnel, including the Dean of the College to resolve difficult issues. Take initiative to ensure that enrollees are actively pursuing their associate degrees. Identify students at pivotal points in their progress and ensure they are contacted to seek counseling toward prompt degree completion. Ensure tests and courses are available to meet degree attainment and maintains a matrix of local course applicability to CCAF and CAHS degree requirements. Act as a troubleshooter for the CCAF student and interfaces between METC and CCAF on all administrative and academic matters. Provide metrics and analyses system to the Associate Dean, Academic Delivery Section monthly on Non-Degreed Instructors (NDI), and Non-Instructor Degree status slides and reports. Provide briefs to the Associate Dean on mission essential areas affecting METC’s ability to maintain qualified instructors. Coordinate with higher echelons; Army, Navy and Air Force educational activities and CCAF or CAHS to meet identified training needs. Review the qualification standard of over 1,100 instructors on Southern Association of Colleges and Schools roster reports quarterly. Monitor progress of instructors to ensure educational progress. Conduct periodic follow-ups to ensure that individuals are working toward their career goals as initially developed or if a modification or change is needed. Develop trackers to monitor instructors that are in jeopardy of failing to attain their degree requirements in accordance METC guidelines. Ensure that if satisfactory progress is not being made, the individual is again counseled, the stated goals reviewed, and if necessary, the Associate Dean of Academic Support and the Dean of Academic Affairs, METC may be contacted to ascertain the individual’s problem or difficulties. Manage, track, and report instructional qualification in STARS-FD to Associate Dean, Academic Support. Review Internship reports, Instructor evaluations, Non-Instructor Duty reports, Subject Matter Testing scores, Instructor Methodology, and Equal In Lieu of Degree (EQILD) reports. Ensure EQILD submissions are prepared, accurate and submitted to the Dean of Academic Affairs one month prior to Date Assigned Instructor Duty. Promulgate information to Department Chairs and Program Directors and monitor outcomes and feedback. Review Internship Reports, Instructor Evaluations, Non-Instructor Duty Reports, and Instructor Methodology. Track degree requirements quarterly for NDI instructors. Disseminate quarterly spreadsheet to Associate Dean on instructor qualification progress. In process and/or out process instructors. Establish procedures to add and remove new and/or returning instructors from 50 programs in STARS-FD within five duty days of arrival to the school or within five days of removal from instructor duty. Monitor and verify the completion of in processing paperwork, to include, reading and signing Policies, Procedures, and Guidelines and Air University acknowledgement page, Degree Completion Contract, NDI worksheet, and Instructor Qualification Worksheet. Review and document Instructor Training Course and send to CCAF for verification. Correspond with education service office to ensure degree contracts are complete and signed. Ensure instructors are added and removed from Student Transcript, Administration and Record System Faculty Database (STARS-FD) based on the monthly faculty trackers report. Respond to external and internal customer needs by researching records and files, contacting others to obtain and disseminate proper and accurate information. Ensure transcripts request, degree completion verification letters are sent to CCAF within 30 days of Date Assigned School. Prepare and/or conduct educational Professional Development Series for METC and Defense Medical Readiness Training Institute (DMRTI) staff to inform them of educational programs. Give periodic group counseling to explain the scope of the education program, its benefits, tuition assistance availability and eligibility requirements. Work with the Navy, Air Force, and Army commands on service specific requirements for tuition assistance. Monitor and track METC and DMRTI instructors’ tuition assistance availability and status with service components.
Duties and Responsibilities:
Provide individual career, academic advisement to military personnel of all ranks, and civilian personnel pursuing undergraduate/graduate, vocational, technical, licensure/certification, and professional development opportunities at various levels.
Rely on analytical skills to include mathematics and statistics to plan and accomplish goals utilizing locally developed reporting tools and STARSFD.
Serve as METC and DMRTI technical expert for CCAF and CAHS. Maintain contact with CCAF personnel, including the Dean of the College to resolve difficult issues. Provide feedback to supervisor of potentially controversial matters and takes steps to resolve the problem.
Serve as technical expert throughout the METC and DMRTI in matters pertaining to education, learning and academic counseling.
Establish priorities, plans, and schedules and assigns work to accomplish the mission.
Inform superiors on changes in policy and their effect on the mission.
Evaluate overall program effectiveness by sampling instructors and the commander’s needs, validating suggestions and complaints, examining drop-out rates and enrollment trends.
Perform a variety of outreach and customer services duties. Prepare and conduct briefings to promote educational programs.
Monthly report.
Other duties as assigned.
Education and Experience:
Bachelor’s Degree preferred
Knowledge, Skills, and Abilities:
Excellent written and oral communications and presentations skills and are capable of learning and utilizing current and emerging military and commercial technology.
Knowledgeable of instructional techniques and training methodologies that will enable the development, implementation, evaluations, and revision of training programs.
Basic knowledge of computer equipment and the assigned area of system software.
Proficient with Microsoft Office Suite and able to incorporate programs to include Excel, PowerPoint, Outlook, and Word.
Experienced in utilizing a variety of instructional technologies, training equipment, and teaching methods to incorporate the principles of adult learning into teaching practices.
Training Requirements: Defense Health Agency (DHA)/METC initial and annual training requirements, and comply with all DHA/METC policies, procedures, productivity standards and instructions as provided.
