What are the responsibilities and job description for the RESPTC Regional Outreach Specialist position at Fairview Health Services?
The RESPTC Regional Outreach Specialist will oversee HHS Region V outreach activities directly related to the Regional Emerging Special Pathogen Treatment Center (RESPTC) program at the University of MN Medical Center (UMMC). These activities support the RESPTC annual work plan and ensure seamless integration with ongoing regional special pathogen preparedness in HHS Region V (MN, WI, IL, IN, OH, and MI).
The position ensures the ongoing preparedness of both the SPU and the Region V network through coordination and training to maintain a protected workforce capable of provide special pathogen care in HHS Region V.
The position will work closely with Special Pathogens Unit (SPU) leadership to coordinate, implement, and support Region V healthcare facilities, 911 centers, EMS agencies, and public health organizations with training, education, technical assistance requests, readiness consultations, and exercise support.
The position requires networking with internal stakeholders and external regional EMS, public health, and healthcare organizations to support the National Special Pathogen System of care.
The position may require frequent domestic travel. During RESPTC program activation, this position may be required to work outside of normal business hours.
Job Expectations:
- Represent the organization and program by participating in and expanding established networks, performing assigned tasks, and communicating effectively.
- Promotes a strong organizational structure through which designated HHS Region V hospitals, EMS agencies, and front-line providers in collaboration with UMMC and public health partners can best mitigate, prepare, respond and recover from infectious disease threats.
- Collaborates with the SPU team to identify, prioritize and address planning and procedural issues critical to advancing readiness for HCIDs in the region. Uses effective communication skills, able to transmit information accurately and actively seek constructive feedback.
- Writes, evaluates and provides reports detailing the progress towards achieving grant deliverables, barriers to success and successes realized while executing work plans. Responsible for maintaining tracking system for grant deliverables including training and education, regional supply inventory, and exercise development and execution in collaboration with the special pathogens preparedness program in the region.
- Participates in and expands established networks, perform assigned tasks, and communicate effectively. Establishes networks and partnerships with vendors, peers, and others to obtain information, tools and resources related to design and deliver of learning activities in the region.
- Builds strong work relationships throughout the organization and across the region and nation. Participates in continuing education to maintain competency and keep informed of changes affecting health care as it relates to HCID preparedness planning.
- Collaborates with the SPU operational team to develop and design educational offerings and activities that meet program objectives, regional needs, and grant requirements. Collaborates with SPU leadership to develop educational opportunities using a variety of learning activities that are based on appropriate learning principles to accommodate different learning styles and enhance understanding.
- Implements and delivers educational presentations, drills, and technical requests approved by SPU leadership. Documents established objectives, attendance and evaluation of all educational offerings that meet the unit and regulatory requirements.
- Research evidence-based practices utilizing various references and apply research in the development of education, drills, and technical requests.
- Provides support to the RESPTC program during quarterly exercises and annual readiness consultations.
- Must complete the appropriate Homeland Security Exercise and Evaluation Program (HSEEP) training, FEMA courses, and Center for Domestic Preparedness courses as defined by the department.
Required
- Bachelor’s or Master’s Degree in Nursing.
- Three years of relevant experience in Nursing or Public Health Emergency Management
- Knowledge of health and safety management strategies, quality assurance, quality improvement, and continuous improvement methodologies.
- Demonstrated ability to deal with ambiguity and to effectively manage within it.
- Strong analytic and problem-solving skills.
- Strong knowledge of the Microsoft Office suite of tools.
- Ability to formally present information clearly, concisely, and persuasively.
- Excellent facilitation skills and ability to drive resolution to issues.
- Ability to relate well at all levels, building rapport and maintaining collaborative relationships.
- BLS Certification
- Current MN RN License
Preferred
- Master’s in Nursing or Emergency Management.
- Three years of relevant experience in Prehospital Care, Emergency Care, or Emergency Management.
- Familiar with emergency management and occupational health and safety (OSHA) regulations.
- Successful experience driving cross-functional and cross-organizational teams to meet project objectives.
