Description

The CSEA Enforcement Supervisor manages a team of Enforcement Case Managers and any associated Team Leads. This supervisory role ensures Fairfield County child support orders are collected and enforced in an effective, efficient, and customer-service oriented manner. Training, supervision, problem solving, and customer dispute resolution are key features of the supervisory portion of this position. In addition to the supervisory role, this position is also responsible for direct caseload management duties as assigned by the Child Support Administrator (Deputy Director).

Duties

40% Provides direction supervision to a team of CSEA Enforcement Case Managers and any Team Leads within that team. Supervisory responsibilities include caseload assistance, mentorship, monthly supervision meetings with supervised staff, team presentations at CSEA Department Meetings, and regular participation in CSEA Management Meetings. The Supervisor will ensure that all supervised staff are managing their respective caseloads in a legally compliant, efficient, professional, and customer service-oriented manner.

35% Provides child support case management to a limited caseload as determined by the Child Support Administrator (Deputy Director). Caseload management duties are undertaken to ensure that support is paid, collected, and disbursed to the legally designated parent or caretaker.

Clearly communicates program scope and responsibilities, support order parameters and expectations, and relevant case information to both the support obligor (payor) and support obligee (recipient). Reminds and motivates payors to make full and timely support payments as required by law. Works with support obligors to identify barriers to payment, while also connecting them with appropriate resources in an effort to overcome their payment obstacles and secure stable employment and support order compliance.

Responsibilities include managing child support cases utilizing the Ohio Office of Child Support’s SETS computer system database. If collection techniques, including working with employers to establish wage withholdings, prove unsuccessful, the Enforcement Case Manager may initiate administrative enforcement actions on qualified cases and legal enforcement referrals to in-house attorneys. Duties also include corresponding with customers to process changes in address, phone number, medical insurance, and employment.

15% Proactive customer service and follow-up is essential via frequent and professional communication, both written and oral, with obligors, obliges, attorneys, court staff, and employers.

10% Attend workgroup meetings, staff meetings, and trainings as required.

Qualifications

  • Two years experience as an Investigator 2, 30142.
  • Or completion of two years technical training or undergraduate major core coursework in

in criminology, social work, psychology or related field. Also requires two years

investigative experience in a social service agency or similar environment.

  • Or one course or six months experience in interviewing techniques, one course or six

months experience in business math, one course or six months experience in criminal

investigations, one course or six months experience in case preparation techniques, one

course or six months experience in criminal courts proceedings, one course or six

months experience in techniques of writing, and one course in typing, keyboarding or

word processing. Also requires two years investigative experience in a social service

agency or similar environment..

Or education, training and/or experience in an amount equal to the Minimum

Qualifications Stated Above.

Unusual Working Conditions/Hazards

The employee ensures procedures within the unit are in compliance with policy. If errors in

implementing or interpreting policy occur, clients may be incorrectly denied/approved for

benefits which can potentially have an effect on their physical safety, however, errors are rare

and are generally not harmful. Therefore, reasonable care is required to protect clients.

Additionally, the position involves very limited probability of any injury, such as would be

expected in typical office environments. The position requires normal use of safe work

practices.
