Fairfax Water is seeking a strategic and proactive Director of Transmission and Distribution to provide executive leadership for the operation and maintenance of a large and complex water system. Reporting directly to the Deputy General Manager of Operations, this Director-level position is responsible for planning, directing, and coordinating significant staff engaged in both office and field work. The role encompasses the overall strategic direction and coordination of the transmission and distribution systems, while also overseeing critical support functions such as after-hours dispatch and fleet Services. By evaluating and establishing best practices in predictive, preventive, and corrective maintenance, the Director works to optimize maintenance programs and ensure the continued reliability of the utility’s infrastructure, which over two million people depend upon.

- Through department Managers and Supervisors, plans, directs, coordinates, and supervises the office and field work of a large group of professional, technical, skilled, and semiskilled personnel engaged in the operation and maintenance of a large public water supply system.
- Organizes, directs, and optimizes Fairfax Water’s transmission and distribution maintenance programs by evaluating and establishing best practices in predictive, preventive, and corrective maintenance.
- Oversees preparation of schedules for operating activities, including emergency operation plans covering periods of water shortages, equipment failures, or other events.
- Communicates and coordinates with wholesale customers on routine and emergency operations involving water supply.
- Oversees investigations of system deficiencies and arranges for corrective actions.
- Establishes division procedures within Fairfax Water policies.
- Attends meetings and conferences representing Fairfax Water as directed.
- Prepares capital improvement program (CIP) for division and collaborates with planning and engineering personnel regarding other CIP projects affecting division.
- Prepares division budget and appropriation requests for projects.
- Prepares or directs the preparation of studies and reports by division personnel or consultants for equipment, facility and systems maintenance, improvements, replacements, and expansions.
- Supports safety program and integrates safety into division activities.
- Supervises or participates in the recruitment, placement, and evaluation of division personnel.
- Performs other duties as assigned or required.
- Bachelor’s degree in engineering, natural or physical science, or closely related field and ten years of progressively responsible related experience to include staff development and supervision, or equivalent combination of education, experience, and knowledge.
- A minimum of three years of mid-management experience is also required, with a proven track record in staff development. Fairfax Water will also consider an equivalent combination of education in lieu of years of experience or experience in lieu of education.
- Demonstrated ability to effectively lead and manage a large and diverse group of technical and operational staff
- Demonstrated ability to effectively interact and collaborate with other members of a senior leadership team, governing Board, internal and external customers, consultants, contractors, and regulators
- Demonstrated ability to manage multiple competing priorities
- Demonstrated ability to exercise independent judgment and develop effective courses of action.
- Excellent oral and written communications skills
- Strong analytical skills
- Familiarity with the complexities of a wide variety of equipment and materials used in the operation and maintenance of a large water transmission and distribution system.
- Advanced knowledge of Microsoft Office. Experience with ArcGIS, SAP, supervisory control and data acquisition (SCADA) systems, and reporting and data presentation software is preferred.
- Knowledge of safety regulations and accident prevention practices.
- Ability to travel to locations throughout Fairfax County as needed.
- Ability to work 24/7 in emergency situations is required.
- Licensed as a Professional Engineer (PE) is preferred.
- Licensed as a Class 4 Waterworks Operator by the Commonwealth of Virginia is preferred.
- Possession of a valid driver’s license and good driving record.
- Must pass a controlled substance (drug) test.
