Senior SAP HCM Technical Analyst

Under limited supervision of the Supervisor, Business Systems Support, applies specialized analytical and project management knowledge and skills to advanced and complex systems analysis and large-scale systems deployment efforts, Provides support of automated solutions and associated business processes. Serves as the critical link between the user department and Technology staff – ensuring user requirements are understood, communicated, and acted upon appropriately. Support provided includes serving as an expert-level knowledge resource for system end users; monitoring system operations and performance; troubleshooting system problems; and identifying, designing, and implementing resolutions to system problems and enhancements.

Responsibilities

Provides expert-level production and system maintenance support of automated solutions, as described below:

• Production Support
• Serves as an expert system and process knowledge resource.
• Monitors and analyzes business operations and system performance, including multiple systems.
• Identifies, analyzes, and defines system and process problems, documenting the requirements of all involved groups.
• Develops a course of action to resolve problems, working closely with other IT staff, user departments, and product vendors, as needed.
• Recommends and implements problem resolutions, whether a system change request, software upgrade request, business work-around, or business process change.
• Assesses the impact of problems and their resolution and recommends an appropriate priority.
• Notifies end users of system problems and changes.
• Serves as an analyst lead for complex interdepartmental systems that may interface with entities outside of Fairfax Water.
• Works on special projects, as assigned.

System Maintenance

1. Keeps up-to-date on system features and upgrades.
2. Performs short- and long-term technology planning and assessments of the impact of technology upgrades.
3. Evaluates and recommends system enhancements.
4. Develops functional specifications for system enhancements and modifications.
5. Designs processes, reports, forms, and system features, obtaining the appropriate approvals from the management of affected departments.
6. Implements and maintains system configuration to support functional designs.
7. Maintains system support documentation.
8. Plans, schedules, and monitors the development and testing of software modifications/ changes, adjusting work to achieve desired outcomes.
9. Performs unit testing on configuration work.
10. Plans and performs integration and regression testing for system changes.
11. Creates and maintains test and training data.
12. Develops briefings and other documentation, as appropriate, for system changes.

Serves as the Project Manager on large, complex systems development projects or complex enhancements to existing systems.

Provides training, guidance, and assistance to less experienced Business Analysts.

Performs systems acquisition and contract management by:

1. Assisting in the development of requests for proposals and in the evaluation of responses.
2. Monitoring contract performance and writing technical reports as needed.

Performs other duties as assigned or required.

Qualifications

• Possession of a bachelor’s degree in information systems, computer science, business, or related field and 6 years of analysis experience in a complex information systems environment; or possession of a master’s degree in information systems, computer science, business, or related field and 4 years of analysis experience in a complex information systems environment and/or any equivalent combination of education, experience, training and knowledge.
• Possesses expert knowledge and experience in SAP HCM modules, including Personnel Administration (PA), Organizational Management (OM), Benefits (BE), Time Management ( TM) and Payroll (PY)
• Experience designing and configuring Enterprise Structures, Personnel Actions, Dynamic Actions, Features and Infotype screen control
• Understanding of SAP Organizational Management including position control, inheritance, workflow structures, custom tasks and role-based authorizations
• Demonstrated ability to configure benefits plans, associated user exits and integration with payroll
• Experience with CATS timesheets, positive time recording, configuring attendance and absence types, quotas and time evaluation
• Must have experience configuring gross to net payroll including wage types, cumulations, deduction models, garnishments, remuneration statement, payroll schemas and rules, tax processing including Tax Reporter for producing W2s/1099Rs and posting to Finance
• Experience with Off Cycle Payroll and Process Models
• Familiarity with ABAP (Advanced Business Application Programming),ESS/MSS(Employee Self-Service/Manager Self-Service) and other SAP Technologies
• Strong understanding of HR processes, policies and regulations
• Ability to analyze complex business problems, identify solutions and recommend process improvements
• Ability to identify and document business requirements and perform gap analysis of the requirements and existing solution(s).
• Ability to respond to system emergencies and work efficiently to meet deadlines.
• Excellent communication and collaboration skills to work effectively with stakeholders and teams
• Demonstrated strong teaming and leadership skills, including facilitation and consensus building.
• Ability to manage projects, planning, execution and monitoring
