POSITION SUMMARY


This position supervises early intervention and pre-treatment clinical services within the Behavioral Health Services department. Oversees and clinically manages screening, brief intervention, assessment, waitlist, crisis services, and intake to treatment programs by providing clinical supervision to program staff, clinical staff development, clinical oversight of early intervention service and plans, and may provide assessment, crisis intervention, individual, group and family counseling to consumers. 

 

JOB DUTIES

  • Provide direct clinical supervision for clinical staff. Provide ongoing clinical training to clinical and shift staff for all components of care. 
  • Provide supervisory sign-off on treatment plans, progress notes, clinical staffing, assessments, and discharges.
  • Provide oversight for the timely completion of assessment, screening, interventions, and intake services to consumers.
  • Intervene in crises within all components of care. 
  • Responsible for chart review regularly.
  • Research and assist in the development and implementation of new services and programs and redesigning existing programs and services to meet consumer needs.
  • Develop initial and ongoing staff development plans for clinical staff.
  • Assist in the coordination, preparation, and submission of quarterly and monthly reports in a timely and accurate manner.
  • Develop, monitor, and implement program policy and procedures in coordination with the supervisor.
  • Attend mandatory meetings as scheduled, i.e., weekly clinical meetings.
  • Observe clinical staff in individual and group sessions as needed, documenting information for individual staff development plans.
  • Maintain consumer confidentiality in accordance with 42 CFR Part 2 and HIPAA.
  • In coordination with assigned program and data staff, ensures staff compliance with management/file documentation following established standards, and timely and accurate submission of reports (i.e., required for MIS reporting, client billing, etc.) and other data.
  • In coordination with assigned program staff, ensure program utilization is being maintained, per grant requirements, for all programs supervised, to established goals and objectives.
  • Maintain and follow through with clinical goals and objectives.
  • Adhere to the Counselor Code of Ethics. 
  • The incumbent of this position must work well under pressure, meeting multiple and conflicting deadlines. The incumbent shall at all times demonstrate cooperative behavior with colleagues, supervisors, and consumers.
  • Perform other job-related duties as assigned including providing coverage in any reasonable capacity to ensure that the treatment environment is maintained.

 

NECESSARY KNOWLEDGE, SKILLS, AND ABILITY

  • Strong understanding and sensitivity to Alaska Native culture and lifestyle, with demonstrated experience working effectively with the Alaska Native population.
  • Effective written, analytical, verbal, and people skills with demonstrated sensitivity to the lifestyles of participants.
  • Ability to keep accurate records and produce timely and accurate written reports.
  • Ability to learn and apply program/agency operating policies and procedures.
  • Knowledge of programs/agencies serving the Fairbanks North Star Borough.
  • Advanced skills in operating computers using a variety of computer software.
  • Skill in managing multiple priorities and tasks concurrently and meeting deadlines.
  • Ability to establish and maintain cooperative working relationships with others.
  • Ability to work independently as well as with teams.
  • Strong organizational skills and the ability to prioritize work assignments.
  • Familiarity with grant writing and research efforts related to planning and development.

 

  

MINIMUM QUALIFICATIONS (Education & Experience)

  • Master’s degree in behavioral health or related field required. 
  • Master Addictions Counselor Certification or obtain within three (3) years of hire.
  • State of Alaska Professional Counselor, Clinical Supervisor certification or obtain within two (2) years of hire.
  • Minimum of three (3) years of behavioral health counseling experience. 
  • Minimum of one (1) year experience in managing and supervising behavioral health programs, consumer care, and staff.
  • Demonstrated work knowledge of the DSM V-TR & ASAM PPC-2 R criteria, State/Federal Grants, and CARF regulations.
  • A combination of experience, education, and training that provides the required knowledge, skills, and abilities may substitute for degree requirements.

 

PREFERRED QUALIFICATIONS (Education & Experience)

  • Master of Social Work (MSW) or related field preferred.
  • Five (5) years of experience preferred.
